WRONGS OF THE INDIANS Continued fnun Payy 'X Apaches and Lipans thai infested the vicinity. The tribe conlinued to live undivided in (his new home until 171. Durino' t,iH time, however, it frequently sinned auainsl the Te ans. The unprovoked attack of the company of cavalry kepi alive feel ings of enmily, and the yountr bucks, loo, were stirred up by seheminv: Mexicans to raids in Texas territory, where ranches were plundered of their herds. The final result of these depredations was the famous McKen zie raid bv he Failed Stales Cav alry. Major McKon.i.', in command of Cavalry at Fori Urackel, exasper ated at repealed failure lo capture or check I hi' Indians, without any in M i net inns from ihe war department, il is said, in disregard of intermit ional law, headed his command across the Mexican border and pursued the Indians Ihrouuh one of the most iiioiiiiiainous countries on the conti nent to the Kicka reservation. The Indians who resisted were shot down. Women and children and all uho would submit were captured and taken as prisoners of war into the American territory. In 1S7H the reservation of Ihe Kickapoos in Oklahoma was set aside for them. A part of the Mexican band, bavin? been absent at the time of (he McKenzie raid, escaped that disaster, and remained in Mexico, The part of the tribe in Oklahoma kept up continual communication with the .Mexican branch and in sisted on regard in? Mexico as their home. It was in 1S!H that ne?otialions were first opened to induce the Kick apoos in Oklahoma to consent to the sale of their surplus lands, and to the allotment lo each Indian of only ei?hly acres. The Kickapoos refused to consider any question of sale or allotment. Put by persistence a treaty was finally ne?otiated. lbou?h it was accomplished, accordin? to charges often made, by J'or?eries at Washington and ?ross deception of the Indians. That element of the Kickapoo tribe known as Kickin? Kickapoos stead ily refused to reco?nize the le?ality of the treaty or the allotment. They lived in a villa?e near what is now Wellslon, Ok I ii., upon luink that hud been set aside for school purposes. The Territory of Oklahoma had leased these lands to white settlers who were ilemauuin? possession ami in the winter of ISDfi the Indian a?ent then in char?e of the a?ency bavin? uder its jurisdiction the Kickapoos had recommended to the Department of the Interior that n company of cavalry be sent from Ft. Reno to assist the a?cnt in forcibly eject in? the Indians from the school lands, and to aid him in henliu? tjie Indians out on their allotments in I in niib North t aiiadian alley, lillivn s south from the school lands. lie thought the presence of the cavalry would aid him in coinpellin? the Indians to accept their allotments and lo cause then, to reco?ni.e his authority over them. hi- Kickanoos in some wav lie- came aware of his intentions, and a dele?ation consist in? of their stron? est men came to Washin?ton to see the president, and to learn from his own lips if the ?overnment ot tin United Stales was ?oin? to insist on Ibis lyin?, as they put it, and fraud ulent treaty bein? put into effect by military force. Notwithstanding the fact that this treaty paid them 3.1 cents an acre for their land when the other more civ ilized tribes sin rounilin? their resi vation, who could speak En?lish, were paid $1.2.1 and $1.50 an ncri and that everybody connected with the eovernment knew that the treaty was the basest kind of deception, the commissioner on Indian affairs told them when they called on him that they were a pack of dirty, kickin? scoundrels, ad ordered them out of the Indian ollice, sayin? that the ?ov- ernnient had no use for them and would not pay any subsistence or shelter that he mi?bt ?ive them. They then appealed to President Cleveland, who told them that he was awaie that they bad been robbed and deceived; that be was ashamed of bis countrymen for such doin?s; that, while be could not undo the ?reat wroii? that bad been done them, he was willin? so far ns was in his jxiwer to aid them; that they should not be only fed and sheltered while in the city of Washington, but should be proided with clothes and any other necessities; that if they would try to make the best of their sad condition he would ask eon?res to appropriate money to enable them to erect new homes and to improve their lauds nnd to start life anew, and that he would pem.it them to nominate their own agents. The Indians, under the new condi tions brought about by the president's TELEPHONE POSTAL And They Will Send for Your Messages. At this time the department, over their protest, put them under the jurisdiction of a bonded school superintendent, ami a new and different policy was then adopted. In a few weeks after this chan?e their mules were stolen and driven away by white people; a trader's store was established by the friends of he a?eut near the a?ency, which destroyed Ihe credit of the Indians elsewhere, and with the result that the Indians had lo pay twice as much for foods as they had heretofore, Tlw r.ne?nde element of neighbor in? tribes found that they could prey upon these Indians, and without in terference, and the Kickapoos a?ain fell into a state of disaffection; they said: "The ?overnment lias quit our a?cut and we will quit Ihe ?overn ment and ?o back to Mexico, where we can have our own n?ents and have some voice in the conduct of our af fairs." And they moved, and would be contented and successful in their new location if their affairs could be taken entirely out of the hands and control of the Indian Department and they left to do for themselves as the other half of the tribe has done for fortv years in Mexico.
