On .July 31, of the present year. August 12. and at other dates,s.1be president of the republic of Mexico has Issued various other decrees affecting tfie oil bus iness, all of which carry out the same general idea of compelling either the land owner or lessee complying with the prescriptions and regulations of the government, or losing their lights. One of these cases, that of tho International Petroleum com pany, has already been decided by the supreme court of Mexico by a, vote of fi to 4 In favor of the presi dent of the republic of Mexico. My understanding Is that this decision Is only upon one phase of the contro versy and there yet remains to be de termined whether petroleum rights belong to the owners of the soil as conceded by the various administra tions of the republic of Mexico, pr eceding the administration of Mr. Carranza, or belong to the republic of Mexico as the present president of the republic isiat'empting to decree." If the present Mexican government cou'.d succeed in enforcing these new oil decrees it would result in an unwarranted confiscation of oil properties of American. English, French, Belgian and Holland Inter ests, aggregating several hundred million dollars, and have an Indirect effect towards ruining tho city of Tampico, wHlch st present is oil headquarters of Mexico and gives promise of being the greatest seaport metropelis of the republic of Mexico.
