Important Matters to Come Before the Association Amongst tho various matters of importance to romo before tho as sociation at the business meetings on Friday afternoon and Saturday morning, a consideration of the proposed nmendmenui to tho con stitution nnd by-laws Is one of the moil important. Tho more Im portant amendments pertain to eligibility to membership, to the privileges of associate members, and to the personnel of the executive committee. One of tlirv knottiest problems to be solved nt this meeting of the as sociation is the matter of publica tion. Tho high cost of printing nnd tho moio or lesti limited funds available for this work render lm peratlvo a decided change In the present method of publishing pa pers. Other technical societies have met with both grief and disaster in their attempts to Issue Inde pendent publications. A depnrptre from the beaten pat lis of technical publication would therefore appear to be tho only sojutlon to the piob lem. The piivllcgo accorded foreign In terests in tho oil fields of the 1 ulled States and the icfusal of foreign powers tu reciprocate will undoubtedly receive due and careful consideration during this session. It is to be sincerely hoped llmt the assoi tat lull .will go on record as strenuously protesting the nlisolute and rigid exclusion of American In teieits m those countries governed or controlled by I'uropcnn powers. So long ns foreign Intel esta are ex tended the same lights unit priv ileges In this country as are en joyed by our own citizens, equal lights and privileges should be ac corded Ameilcnn Interests In liuro pean controlled countries.
