WASHINGTON. June 7.—Recommending that the provision of the railroad bill giv ing the Interstate Commerce Commission power to suspend Increased railroad rates pending Investigation be effective upon passage. TAYLOR NOT TO CONTEST The reading of opinions in the Wil mington election cases lasted from 10.30 o'clock this morning to 1.40 o'clock this afternoon, they being among tho most exhaustive ever handed down In a Delaware court. William O. Taylor, who retired as president of Council last June, early this afternoon said he had no notion of making a contest to get back that office. "I do not want it," he aaid.
