March 14.- With but one dissenting vole, that of Represen tative Pool, the House yesterday af lernoon passed Representative Owens' bill to create a State Law Examining Board, of three members, one from each county, to be appointed by the five Judges of the Superior Court. They shall receive $25 a year each as compensation, and shall conduct «II examinations In Dover. The 1*111 fe qulres the registration of students, with n. preliminary examination for registration, hut a college diploma may be accepted In lieu of the pre liminary examination, The final ex amination shall be held after three years of study. It Is provided that n graduate of n three-year «ourse hi « reputable law school who la 24 years of sge and has been admitted to practice for three years tn all the courts of any other State or the Dis trict of Columbia shall be admitted to practice In the Delaware courts either by the Law Examining Board or by the Superior Court, on recommenda tion of five lawyers In good standing, If the Court should satisfy Itself of the applicant's fitness. It Is provided that a graduate of a two-year course )n a law school and admitted to prac tice In another State shall take at least one year of study under a law yer who has been practicing at least ten years, before he can he admitted to practice by the Examining Board or upon recommendation of five law yers to Superior Court in the Court's discretion. It also ts provided that the diploma of a graduate of a three year course in a reputable law school pro vided the holder Is admitted to prac tice in another State, may he suf ficient for him lo be admitted to prac tice by Superior Court. In Its discre tion, upon the recommendation of five lawyers who have practiced for more than five years. Examinations may he written, or oral, or both, and an appeal from the finding of the Kxaming Board may be taken to Superior Court. Fritted Insurance Co's.
