THE FROORE3S OF EXPANSION No wonder Bryan And other leaders of like "anti-imperialist" school have lately seen a great litfht on the ques tion of expansion. They thought at one time they had found an "Issue" upon which the people could be easily misled as upon free silver. But a few months ago Mr. Bryan "demanded' the withdrawal of American troops from the Philippines, and Otis, Lawton and others among our generals were denounced for their cruelties to Agul- naldo's band of patriots. Now, how ever, it is seen that nine-tenths of the American people favor the prosecution ot the war in the Philippines, to the point of extermination, if necessary, of the comparatively few rebels who have betn in arms. It is apparent tnat the party which pUnts Itself upon any other platform than that of th unqualified retention of our Asia tic possessions as part of the territory of the Union would be overwhelming defeated. In no section of the country Is the sentiment in favor of the reten tion of the Philippines more pro nounced than in the South, where Mr, Bryan thought it would be the easiest to excite prejudice and resentment lowaras tne administration' war policy. , One of the most startling revelations to tliese anli-expandionists of the feel ins of the nation war was manifested in the vote '.a the senate on ihe Samoan treaty, by which we acquired the ab solute ownership of Tutulla and other outlying islands of the Samoan group, Tats treaty was approved by the senute after a debate of less thf.n two hours, and with such Infinitesimal op position that a division was not even called of the senator on the final vote. True, the Samonan acquisitions are not of any great national importance in reyard to population, atea or pro ducts, but the same principle applies to the acquisition of the Samoan J U MulllivliQ ILl TO- And AH Forms of Itching, Scaly Humors Are Instantly Relieved and Speedily Cured by CUTICURA. Scoffs Emulsion has helped such children for over a quarter of a century. Your doctor will tell you it is both food and medicine to them. They begin to pick up at once under its use. New York. Islands that applies to the acquisition of the much more Important Islands of the Philippines and the West Indies. The stalwart antl-expanslonista should have been convulsed over the Samoan treaty quite as much as they are over the Filipino war, as the Samoans who have been brought under the JusJic- tion or the Vnited States were not thought of aa entitled to considera tion about their own government The fact that the senate has con firmed the Samoan treaty without even a call for the senators may be Rceopted as conclusive against all the tl;eiri-?s of the anti-expansionists. There is nothing In their theory that approaches the dignity and vitality of the right of a people to be consulted as to their own government; and If the Filipinos are entitled to it the Sa moans arc equally entitled to it. This new acquisition In the South Seas bj a practical unanimous vote of the sen ate, means that the theories of the stalwart anti-expansionists have been wti?hpd In the balance and found wanting. The chief Island we have acquired by the Samoan treaty is only 53 square mil.s. with a papulation of less than 4 0W, and the people there will prob ably not know for a long time to what rationality they belong, and it Is quite likely that they will care less. They ar a free and ca9y go-as-you-please people; live without working, feed and clothe themselves on the spon tai.eous productions of the country, and the chief amusement they have is ir. fiohtlng with each other. TJpolu, that his fallen to the lot of Germany by the Samoan treaty, has had al most perpetual war with the tribe of the native chief Maunga, or Mountain, who rulas In the American Island of Tutuila, but now that both have come und-.r strong rational iurlsdirtinn their local wars are likely to end. The acquisition of Tutulla Is likely tc become very important to the Unl- t-rt States because it possesses the fin est harbor there is In the Southern Seas. It is kn-jwn as Pago Pa.?-. It Is not. only the very be;;t harbor inj th.it repion, but it is the most easily j defended, and with the pres nt pdlcyi f'. expansion and enlarm-jut of our! rmvy that Is inevitable, our new Fa-' moan uctui?ition may be heartily wel- i corned by the American people. By this treaty all the cobwebs of comier vat;m and the asute angles of ag gressive mossbacks have been fT ctu-: ally disposed of, and the policy of ex- j panaion may be accepted a the de claiud policy of the great republic of ihe world.
