He Charges the Railroad With the Re sponsibility for Kentucky's Trouble. LOUISVILLE, Ky.. Feb. 5.-Mr. Hen ry Wutterson today gave out the fol lowing statement: "The head and front of our present troubles in Kentucky, at once the source and the resource of the revolu tionary proceeding by which republi can government has been struck down and a military dictatorship set up in its place, is the Louisville & Nashville Railroad company. On the recent state campaign It sup plied material resources in such abund ance as to draw out all the dangerous elements of society and to put into ac tivity all the forces of political adven ture. The two leading parties to the contest were as nothing by comparison In which Its gigantic machinery for corrupting the elections. The hordes of desperate mountain men who were precipitated upon the state capital could never have got there except through its agency. It Is at this moment the backbone of the move ment to transfer the state capital from the city of Frankfort, its lawfu abode, to the little village of London In Laural county, situated upon one of its branches, in the heart of the vendetta region whose turbulency has for years disgraced the state. It Is believed that the withdrawal of Its support from the defacto government would stop these dangerous and lawless proceedings. "Some seven months ago, foreseeing something of this situation, I wrote earnestly to Mr. August Belmont, the financial head of the Louisville & Nashville Railway company to protest against its interference in party affairs, having in vain sought to dissuade Mr. Foul-Smelling Catarrh. During ten years service as senator in the state legislature, no act of his except Ir.R what is known as the Goebel elec tlon law, had brought the least re proaeli upon him, nor any unclean col lar had ever been charged (gainst him although money to corrupt legislation often flowed as free as water at Frank- fott. But, in some way, he had given deadly offense to the management of the Louisville & Nashville and this management felt that it must destroy him. ' It has certainly done this. But In doing it, it has brought upon the people of Kentucky the Incalculable wrong and the dire disgrace of transactions unexampled in the history of republic can government. By his orders the general assembly of the commonwealth has ben denied ac cess to its chambers In the state capi tal, close by, guarded by troops; by his ordeis its members have been chase.d through the streets of Frankfort from ono place to another, seeking a legisla tive abiding place; and by his orders the processes of the courts of law, In cluding the writ of habeaus corpus are denied service and the lawful procedure of the peace officers has beon put at defiance, whilst martial law has taken the place of the civil law, and on these lines n armed contllct Is Invited. And yet that is the situation in the United States today. Our millions of people are the most easily fired to impulsive action by a sentiment of all the nations. "What are we to do with such crim inals as those who have disgraced the nation with the recent tragedy in Ken tucky? Hang them? This has placed on the market 180,000 bales of hemp. Thousands of Insurgents, armed with rifles, and over C.000 armed with wood en swords and bow and arrows, were encountered during the trip. The troop killed 75 native, eleven of whom had rifles. The other were vil lagers, armed with wooden swords.
