The Salem Statesman pays the fol lowing well-deserved tribute to Secre tary of State Dunbar, formerly of this city: There was never a man In the office of secretary of Btate of the state 'of Oregon who looked after the dimes and dollars of the treasury as closely as Is done by Mr. Dunbar. He is scru pulously economic In expenditures with in hi? control and scrupulously exact ;n the settlement of those he ia com pelled to pay without his discretion. His economy is characterized by a good many as parsimonious and it has rais ed not a few secret enemies for him in various departments, but he seems will ing to risk all that. With his own funds he is liberal and public spirited, but with those of the state and its tax payers he does not feel like taking lib erties.
