In the death of the Hon. J. C. Trul llnger Astoria loses a public-spirited citlxcn who ha9 been responsible for much of the city's development. He will be long; remembered for his broad views and enterprising spirit as well as for his admirable personal character. Now that the nlckel-ln-the-slot ma chine operators have mutually agreed not to contribute in any way to any of the churches whose ministers are engaged in the fight against the ma chines It Is In order for the ministers to confess how much revenue they have received In the past from those whom they now denounce as lawbreak era. Seriously, however, the boycott business ought to be about played out In this town. It has not proven profit able and Is not likely to. Lacking th.. it should be provided with the needed funds by the monled Interests of the city. A free li brary is not a charity. It is a necessity to an intelligent community. Smaller cities than Astoria possess larger public libraries than ours and the use of the books as well as the reading room is In most cases absolutely free to all. It Is a remarkable state of affairs if our city cannot support such a library as we- have, when its expenses are in part met by the regular subscriptions of those who take out books. Great credit Is due those who have rallied contin ually to the support of the library and it Is but Just to them that other interests should have a share in the burden. THE SALMON FISHERIES. Victoria Colonist. There is no politics in the demand of the salmon canners for consideration at the hands of the government of Canada. Thev themselves say that there Is not. This monev would have found its way into the hnds of the merchants, chiefly those of New Westminster and Van couver, and its absence cannot have failed to have done serious Injun- to the trade of those cities. In addition to the dis bursements among the fishermen, there are other large outlays, and if this should be wholly cut off the entire com munity would very seriously suffer. What seems to be most urgently need ed Is the setting up of a number of hatcheries, not only on streams where fishing is now resorted to. but on other streams. The salmon fishing grounds of British Columbia can. we are told, be greatly enlarged by a proper series of hatcheries. At present there is one such establishment, and we are told that ir is a very poor affair indeed. In the meantime the catch will prob ably decrease from year to year. It is therefore apparent If anything is to be done it 'should be done at once. Parliament han ample time to make the necessary appropriations for can neries, or if it is not willing to do this, suerly permission can be given by the department for the canners to erect hatcheries themseu-f-s.
