This is not In tended as an Insinuation that anv prop osition now being considered Is of this character, but as a caution against wasting money on any Impracticable or Injudicious propositions. There are certain classes of Industries for which Astoria is exceptionally well located and others for which some other location would be so manifestly superior that only the expectation of securing ex travagantly favorable terms would lead any one to locate them here. Proposi tions to establish here manufacturing concerns of the latter type should be thoroughly Investigated in every par ticular before thoy are encouraged by offers of substantial assistance. "And Yet Chicago Is a Big City." The .awful fear which Port land suffers lest Astoria should get her maritime traffic and thereby reduce that city to poverty and desolation has been over and over again manifested In the columns of the Oregonlan. The Astorlan has frequently pointed out and shown conclusively, we believe, that the transfer of Portland's shipping Interests to this ?lty would not only not prevent Portland from being a "big city" but would give It an era of pros perity such as will never be otherwise possible. Without this use of Astorii as the port of the state the lines of traffic and trade are all being directed more and more towards Puget sound. Why? Because Portland is not by nature fit ted for a seaport and never can be made one. Astoria is bv n.iture the best seaport on the coast. Portland has got the idea that she cannot live with out her shipping, an Idea which she clings to with the greatest tenacity and which is proving her ruin. With As toria as her port the commerce of Asia with America would still pass through Portland. A few short years would see both Portland and Astoria doubled In population. But Portland prefers to hug her fond delusion, apparently in blissful Ignorance that the entire coun try, and the world In fact, is aware that she Is no seaport, so much so that rer much-vaunted new liners, the coming of the first of which was announced some four months ago, are unable with that length of notice to secure half a cargo to take from her docks to the Orient. St. Lazy THE FUTURE OP MEXICO. Butte Inter Mountain. The future of Mexico seems secure. If the testimony of those entirely familiar with conditions cxlcting in our sister re public are to be believed. Charles P. Bond, writing to the Boston Journal from the City of Mexico, says: "Today Mexico Is and every tourist and visitor to the country Is a witness to the fact the safest ei untry on the America'! continent. Life, property, human rights. Indeed .nil Interests of whatsoever character, are even and I say It deliberately more secure than with our own people. The government, under the benign rule of Wis for twen ty wars or more, has become so solidi fied that Its stability is beyond nuestion. Efforts to create apprehension by won dering what will follow the rule of Piai are slmrly pnvorless. Men In authority -many of them, at least are states men as well as military leaders, that .ii i ,k iww. will compare favorably wl,, the best on the American stage of statesmanship of the present day. ' When Plas has finished hls rule, and it really begins now to look as if the time was oear at hand his successor, whether it bo a Marischal or the secre tary of war. will be a leader w ho will command the respect and confidence of the people, who will conduct the affairs of the government In the same conser vative and yet progressive manner that the beloved executive "f the present time is doing. No. indeed, there Is no reason for apprehending any uprising with the retirement of Diax from power. The . people, almost en masse, would rise against any attempt it insurrec tion. Factions, party interests and all manner of cliques would be simply buried by the wave of popular senti ment thit would be aroused at once upon the suggestion of revolution." That is all in line with the opinions of former Secretary John W. Foster and others, and the future of the country Is very bright. The seed of modern civil ization has been well planted. The tree is sure to grow in a most healthy man ner, and the fruit will be of the best. The days of revolution, of political in trigues and machinations: the days of primitive ideas and of crude results: the days of slow-going, of self-contented business methods and of hostility to that which is new and progressive, have long since passed. Capital and brains. in .conjunction with energy and modern ideas, are stetdily working out a change and accomplishing results fir this coun try that are simply wonderful. The railroads, the new industries that have sprung up; the telephone, tie establishment nf perfect peice and order: the extension of tha country's educational facilities: the steadv breaking d wn of oil super stitions and traditions that have fir ecnerations stool as barriers to everv- tiling of an enterprising character, and the clear demonstration to the people that progress, a perfect civilization and a wise development are better for them, will make them better citizens and will e:ve to them a lirger wealth than the dreamy and unsettled sort of existence that they have been accustomed to for centuries all these things have opened the eyes of the people widely and in fused in thm to a surprising degree much of the enthusiasm that enters so largely into the American character. Mexico as a country has caught the fever of ambition. It is carrying It stead ilv toward a higher level than it had ever dreamed was possible. It is mak ing an excellent citizenship: It is de veloping the country's resources: It Is opening new avenues of employment: it is achieving wonderful results, in all directions, and is giving a stability and solidity to its present peaceful environ ment that no hostile force of the future can possibly disturb. Her people are loyil to their national principles and to their national institutions. The asso ciations of the native soil are as at tractive and sacr'-d to them as are those of our own country to us.
