I ?il i: if 4 J.-- CAPITULATION Of San Juan, Porto Rico, Com plete Says an Authentic Haytian Report, St. Paul, May 14.—A Ntw York Wash ington sheoial says the president has received a dispatch through Haytian sources saying that San Juau hue com pletely capitulated. Secretary Long would not divulge the oouteuts of the dispatch but acknowledged its receipt and stated be believed it authentic. No word has been received from Sampson up to dood. Yesterday Admiral Sampson left Sin Juan to meet the Spanish fleet, said to be near the island cf Martinique. It appears that tbe Spanish vessels must have taken a southerly course from Cape Verde and crossed the ocean slowly to save coal. The region traveled is, at this season, free front storms and out the ordinary track of commerce. The Spanish tieet consisting of the men-of-war Yizoay a, Almirante Oquendo, Ohnstobel Colon, and Infanta Maria Teresa, with five torpedo boats were sighted at noon, hull downward, and •team, sailing northeast toward Cuba. Tne navy department officials express themselves as satisfied that the Spanish vessels coaled at St. Pierre and that officials of the French government held up dispatohes intended (or tbe anthor itiee at Washington. Commodore Schley's fleet, which left Fort Monroe this morning, will try to interoept the Spanish squadron, which it is believed at the navy department, is bound for Santiago de Cuba. It is possible thai the greatest •nd most decisive naval battle of the war will be fought some where in tbe West Indies between contending vessels of nearly equal power. Tbe Spanish squadron is made up of seven first class ships of which four are armored crusiera and three destroyers. This is as near as was possible to learn of the strength of the fleet before sail ing from Cap6 Yerde. Owing to the expected naval encoun "tei orders were sent to stop the ship ment of troops to Cuba for tbe present, to await results of the expected naval engagement. Ultimatum to France. Washington, D. C., Msy 16.—It is ex pected that an ultimatum will be de livered to France because of a violation of its neutrality declaration in provid ing for the Spanish fleet at Martinique. It is understood here that France will iie given only 24 hours to reply, and if the answer is-unsatisfactory she will be notified that her position is considered hostile, and the firet act of the United States will be to out the Frenoh cable. The ultimatum will be based on the with-holding of Captain Cotton's mes sage to this government, and the land ing of French artillerists and engineers at Havana by the French mail steamer LaFayette. Spanish Fleet Left Curacao. St.' Paul, May 16.—It is reported that the Spanish fleet has left Curacao, off the coast of Venezuela. Curacao is a small island belonging to the Dutch and is located .-(500 miles southwest of Mar tinique and 450 miles south of Santo Do mingo, Haiti. Coercion Doesn't Go. St. Paul, May 16.—A Pioneer Press London bulletin says three powers ap proached England proposing a demand that the Americans confine the war with Spain to the West Indies and that the demand be enforced with war ships. The English cabinet refused, intimating that it would not allow any coercion and would stand by Americans if it were attempted. Spain Raising Troops. New York., May 16.—A Barcelona special to tne Journal says the Spanish minister of war is organizing tive bat talions ot A! :V'I 'i a thousand men each from the cities of Barcelona, Madrid. Valen cia. Cadiz and Burgos to go to the Philippines, to embark from here at once. The transports will be escorted by the Pelayo, Carlos V., Alfonso XIII and several destroyers. The Great Shortage. London, May 13.— Tbe newspapers are publishing cartoons and articles holding Joseph Leiter, the Chicago grain man ipulator, responsible for the situation in Italy. The Morning Leader saye: English corn is now higher than for many years. In France there have been threatenings and mutterings of trouble, in Spain there are bread riots and in Italy there are barricades, burning houses, fighting, revolution in fact, on the part of the people who are unable to get bread and who think it better to die by the bullet than to starve. The majority of tbe men in Deputy Marshal Sohindler's company are from VViiliston and every one of them is a rough rider in tbe truest sense of tbe word. Tbey may give some exhibitions there and if anybody has a wild horse they want broken to saddle now is tbe time to get in the game. Argus: The companies of cavalry vol unteers are nicely located in the city, being provided with board and a place to sleep by the government. Lieutenant Albright has asued for authority to ap point an examining physician so that the cavalry troops may be examined and mustered in as soon as posbible. Horses for men will be purchased I •. I: id this state and a purchasing board will be ap pointed to select the horses. Two horses were hired yesterday and tbe men were given instructions iu vaulting into tbe saddle from different positions, and the different commands. Lieutenant Geo. Nugent assisted in giving the instruc tions. The men will be given daily ex ercise in military saddle mounting and drill movements so tnat they will be somewhat aocustomed to military drill by the time horses are secured for them. Major Flint went to Langdon Tues day with tbe ceoessary authority from Adjutant General Miller to muster Co. Tbe trouble grew out of tbe row over volunteering and about half of the members blame Captain Chisholm for bis alleged in action in the matter, while others claim that certain members who wished to throw bim down are responsible for the trouble. A few of the boys enliBted with other companies and about fifteen have joined Captain Gregory's cavalry com pany. Major Flint was in Grand Forks Wed nesday to muster in the reorganized Co. F. Co. was examined Wednesday and nearly all the boys passed. D. Burkbolder of Bismarok, who is recruiting a cavalry company ^of three otHoers and 81 enlisted men, will be one of the lieutenants under Col. Grigeby, An officer will be appointed by Asst. Adjt. Gen. Sohwan of Washington to inspect horses required for the troop, it being the intention of the quartermas ter's department to purobase from in dividual troopers such horses owned by them as meet tbe requirements and are offered at a fair price. Horse equip ments, clothing and arms will not be supplied tbe troopB until they reach their destination. When mustered into United States servioe and provided with mounts they will be started en route for Cbickamauga Park. Mustering officers have been authorized to provide for the maintenance of the volunteers for six days prior to and after their muster into United States Service. Adj Gen Miller is in Bismarck. Ad excursion from Dickinson, Man dan and Bismarok may be run to Camp Briggs. A rate of a oent a mile has been made. The two battalions are but half equipped with rifles. They have 350 and need 300 more. Other equipment is in tbe same proportion which does not indicate an early movement. Wednes day Gov. Briggs was advised by the war department that it was their intention to send both battalions of the North Dakota troops to San Franoisco. The telegram asked if the men oould not be sent at onoe, and allow them to be equipped in the field. If this order is oarried out it means that the men will go to Manila, a trip of 7,000 miles aoross salt water to a place represented as the garden spot of tbe eath. Two Attempts at Wrecking Passengers on N. P. No. 2 report two attempts to wreck tbe train Thursday night west of Mandan. A huge pile of ties waB 1 plaoed on the track a little distance west of Sunnyside a sidetrack a few miles west of Mandan A light engine ran into the obstruction while en route west from Mandan a few minutes ahead of the passenger train's arrival. Tbe light engine took the side track awaiting the arrival of No. 2, and when that train passed, the engineer re ported to the engineer of the passenger that he had encountered tbe obstruction and knocked it off the traok. The en gineer on tbe passenger train kept a watoh for tbe place but before be was able to see any obstruction, he ran into the SHtue obstruction, which had evi dently been replaced between the pass ing of the light engine and the arrival of the passenger train. Train was stopped, after several of tbe coaohi-8 had bumped over the ties that lay along the traok. Severul of the pas sengers were alarmed and got off the triiiutosee what was th* matter. The lies were pulled out from under the train, and it proceeded after a slight delav. There is no clue to the attempted wre'kers, and no damage was done by h»m.although had the train not received warning and been watching for the ob struniinn and running at reduced speed there might bave been a serious acoident Bread Riots. The scarcity of bread in Spain is add ing greatly to tbe obstructions which the Spanish ministry has to meet in car rying on the war. The people are not paying as much attention to their inter nal distress caused by the high taxes and scarcity of food. Dispatches state that a growing feeling prevails in Spain that to further pursue tbe war is mad ness and that Spain's resources are likely to be wholly squandered if terms of peace are not made soon. The bur den of the war is falling mostly on tbe working classes who are now paying twioe as much for tbe loaf of bread as formerly and this is rendering their con dition desperate. It is doubted whether the cabinet which is now prose cuting tbe war weathers the orisis long. *. c, i. r' i. TAX BILL READY. Provisions of the Senate Mea sure to ltalse War Funds. Washington, May 12.—Tbe senate committee on finance oonoluded its con sideration of the war revenue bill after a two weeks' sitting, and Senator Alli son haB reported it to the senate. The bill shows that all the provisions in the house bill for the issuanoe of bonds and certificates of indebtedness were stricken out. The republican members of the com mittee decided to make a minority report recommending the retention of tbe bond feature and also the provision for time certificates. Tbe amendment inserted at the in stance of tbe democrats for issuance of greenbacks is as follows: That tbe secretary of tbe treasury is hereby authorized and directed for the purpose of meeting and defraying tbe expenditures made neoeeBary by reason of tbe existing war against Spain, to pre pare and issue on tbe credit of tbe United States of America, from time as the same may be needed during the next fiscal year, United States legal tender notes to the amount of $150,000,000, which notes shall be payable and re deemable and reissnable in the same manner as the $316,000,000 of suob notes now outstanding, as described and men tioned in the act of congress of May 31, 1878, said notes when first issued to be expended only upon the war aooouni aforesaid, and said notes shall be exempt from taxation by or under state or municipal authority. Tbe provision for tbe coinage of tbe silver seigniorage is as follows: That tbe secretary of tbe treasury shall immediately cause to be coined as fast and as soon as possible into stand ard silver dollars, wbioh shall be of like weight and fineness, and of like legal ten der quality as tbose provided for under existing law, the silver bullion now held in the treasury, being the amount of the gain or seigniorage derived from tbe purchases of silver bullion by tbe treas ury under the act of July 14, 1890, amounting to the sum of 84*2.000,000 said moneys so coined to be immediately available for payment of expediturcs on account ot the present war with Spain. The secretary of tbe treasury is hereby further authorized to immedi ately issue, in advance ot the coinage of said seignorage aforesaid silver certifi cates of similar design aud denomination and of the same quantity, payable and redeemable in like manner as tbose authorized by law, in such sums as may, from tiaie to time, be needed for said war expenditures, not exceeding in" all tbe total amount of said seigniorage so held in the treasury. Tbe committee reported at tbe in stance of tbe democratic members that a broad corporation tax be levied on trans portation, express, insurance, sugar re fining, banking, electric, aud other com panies, as well as on the necessities of life which the laboring classes have to pay. The tax on manufactured tobacco is increased from 12 to 16 cents a pound. Tbe bill taxes telegrams, deals on boards of trade in futures, oonversatione over telphone lines where charges over 15 cents are made taxes, mortgages and legacies and provides stringent measures to punish evasion.
