The amend ments chauges the appropriation for public plazas and squares from thirty-five thousand to fifty thous and dollars. He states posi tively that uosucharrest was made; that on information received he hail placed Ihe house under surveil lance and a squad of officers en tered it on the evening mentioned, but fouud it vacant, us can be sub stantiated by the testimony of neighbors who accompanied the officers in the search; that since tbat evening the house has beet) occupied by the police, but that no other persons had attempted to ou ter except v couple of reporters, who found tue police there. Sacramento, .Tan. 28.—Senate —The Chair appointed tho following on joint committees: On Consti tutional Convention; Pearson, Searles, McCoppin, Haymond and Hllborn, Lambert, from the Committee on Federal Relations, reported back for the majority recommending tbe passage of the concurrent reso lution by Flint, requesting tbe Congressional delegation to op pose any change in thu revenue law on wool and woolens; also ou the concurrent resolution by Dean, in favor of tho national ownership of transcontinental railroads, with a recommendation tbat it do not pass. Hill from the Committee on Agriculture, reportetl favorably ou tbe bill amending the Act concern ing agricultural societies; also Dean's bill amending section 3382 ofthe Political Codo by removing taxation from the manufactured products of wheat. New bills were introduced by Rogers, referring the Riot Act <>! la I week to the Judiciary Committee. Nuuan ottered a resolution for the appointment of a committee of three to inquire into the causes of the depression of the labor inter est; tho committee to sit for three days iv San Francisco, and report tbe result to the Senate. Rogers said that in the course of a few days a Senator who was a repre sentative of tho labor interest, would take bis seat, and iv the meantime he moved to lay tho res olution ou the table, Tiie Senate, by a viva voce vote, laid the resolu tion on the table. Washington, Jan. 23.—House — Ewing, from the Currency Com mittee, reported a resolution agreed on to-day instructing that Commit tee to enquire iuto the amount of gold aud silver on hand, etc. Adopted. Willis, of New York, from the Committee on Naval Affairs, re ported a bill authorizing Bear Ad miral John J. Almy, to receivo decoration from the King of tho Hawaliau Islands. Passed; ayes, 146; nays, 121. Willis also reported a bill to equip au expedition to the Arctic Seas. Recommitted. Mourse, from the Committee on Foreign Affairs, reported a bill au thorizing Spencer F. Baird, Assist ant Secretary of the Smithsonian Institute, to receive from the King of Sweden a diploma distinguish ing him as a member of Hie Nor wegian order of Ulof. Passed. Un motion of Qarrleld, a resolu tion, appointing Noah Porter, of Conn., to fill the vacancy in tbe Board of KegenU of Smithsonian Institute, caused by the resignation of Jas. D. Dana, was passed. The House then took up the bill to amend the existing law concern ing commerce and navigation, and regulating steam vessels. Bengali, who reported the bill from the Committee of Commerce, stated that it was substantially tbe same bill as that which passed the House during the last session. Senate—Maxey, from the Com mittee ou Military Affairs, reported with amendment the House bill for tbe payment to officers and sol diers of the Mexican war the three months' extra pay provided for by the act of July 19tb, ISI'J. Placed on the calendar. A bill was introduced by Butler to repeal the section of the revised statutes imposiug a tax of ten per cent, upon the circulation of State Banks. Referred. A Ueiiornl Olisllnic bl Judical. Columbia, S. C, Jan. 23 —The Stato Supreme Court decided to day tbat Circuit Judges must be elected by ballot instead of viva voce. This decision ousts all Cir cuit Judges elected prior to 1877 by tbe Republican Legislature, and re tains Kershaw antl Wallace, elect ed last year by the Dem ocrats. It was a Con stitutional question, involving the construction of the word "bal lot". Tbe Supreme Court divided, associate Justices Mclver and Has kell agreeing that a ballot was re quired and Chief Justice Willard dissenting in favor of viva voce, which was uniformly practiced by Republicans.
