DAILY HERALD. THE BOGUS DRAFT. Bow Oppenlielmer Blannacu to Cask llln.Flrm'N Paper. It transpired yesterday that H. E. Oppenheimer, who obtained 8125 from Hirscbfeld & Seldner on a worthless draft, had endeavored previously to cash it with other firms. It appears that on Saturday morning of last week ho went into the tobacco store of Jacob Sanders, on Main street, aud ssked Emil Harris if he did not waut to mako $2.50 by caching tbe draft. Mr. Harris, who did not take much stock iv young Oppen heimer, said that there was no use in giving him $2 50 for cashing the draft when he Oonld go to the bank and get i done for titty cents. He refused to be persuaded to cash the draft, unit Oppeu heimer departed. That afternoon he again appeared at the store and taw Mr Sanders, whom he asked to ctsh the draft. Mr. Sanders refused to do so, and then Oppenheimer wished him to go to tho Farmem' aud Merchants' Bank and identify him. Mr. Saudors consent ed to this and they went to the bank, but they refused to cash it there unless it was endorsed. Mr. Sanders wa« not there to eudore the draft so that scheme fell through. Later in the afternoon Oppenheimer again a-ked Mr Saunders to cash tbe draft. He refused to do so Lut finally con sented to cash it if it was endorsed by good names. Oppenheimer then went over to Mr. Si idner, who enshed the note, and after he had received the money he returned to Mr. Sanders' store ostensibly to change it into green backs, but in reality to show that he had it. It also transpired yesterday thai young Oppenheimer has beau living here about four weeks, and during that time bus borro ■ed considerable money, besides selling his samples, which he obtained from H. Webster i Co., of New York. His reputation at San Fran Cisco is not of tbe very best, as the let ter from his pareuts sent to Mr. Seldner testifies. If he took the route indi cated by the tickets whioh he purchased he would have been in Denver yester day, aud would have been arrested there, but Mr. Seldner prefers to wait uutil he arrives iv New York before he takes such steps. The work of decorating tbe Pavilion for tho coming Flower Festival is pro gressing very rapidly, and early next week everything will be in order, Tbe ladies have been laboring hard, and it was almost a herculean feat tbey had on their bands to take an unfinished building aud put it in good shape iv so short a time. The public generally take a great interest in the progress of this work, and nearly every hour in tho day a number of visitors are to be seen look ing about the huge building. This in dicates tbat there will be a very large attendance, and that the young Indies will have all they cau do to supply their customers with flowers aud ice cream In order that everybody miy be accommodated with tickets I hey have been placed on sale at D.y & Brown's, P. Lizirus, Mr. BsrtlStt'l and .S. A. Witlney's place of busine.ss. These tickets have all been stum, til nnd it should be the duty ot every purchaser to see that his or her ticket is properly stamped. Everybody who has a garden should cuu'nbuio towards the de.oration of the building. This morning the ladies desire all the pepper tree le.ives and palm leaves that can be furnished aud those who cau not deliver tbem will confer a favor upon the ladies if they will send word to tbe pavilion where to call for the leaves. It should also be remembered that ou Mon day morutng 15,000 lilies aud 45,000 lily leaves t.ud thousand* of marguerites will be wanted. Every citizen should contribute from his garden towards mak ing this occasion one of which the city may ha proud. FINANCE AND TRADE. Ou the wheat market yesterday the bears were brightened owing to the fine weather after the rain. To-day's rains improved the crop prospects nnd wheat was weaker by 6c per cental under yesterday, but as no raiu reports come from the San Joaquiu valley it is possible that prices may stiffen on the ot enlug market to morrow. A large and appreciative audience gathered last evening at the Los Angeles Musical College, when an attractive pro gramme was most excellently rendered. Especial mention should be made of the astonishing talent displayed at the piano by Mi s Ethel Stewart, a young lady of only C years of age, as also of Miss Lilly Sargent, a bright young miss of about 8 years of age, for tbe artistic manner in wbich she rendered sorru selections. Miss Mollie Adelia Brown graced the occasion with several songs, wbich were delightfully rendered, especially the Convent song of Falka. All the other young ladies acquitted themselves iv an excellent manner, showing that they had devoted themselves earnestly to their studies. Among those present were Mrs.Browu, Mr. and Mrs. Stewart, Miss and Mrs. L. Jones, Miss Ance Dull, Marriett Ba ker, Miss D. That Robbery Case. Tho examination of Charles Brooks, Ernest Montgomery and Willie Fallon occupied Justioe Austin's entire atten tion yesterday afternoon. These youths are charged with having attempted to rob T. W. Melton on the Aliso street bridge about two weeks ago, when one of them was cut on the face by Melton, who claims he was defending himself. Melton, who was on the stand all after noon, contradicted the story of the boys told at tbat time, that they were only trying to frighten him as a joke. The case was continued until to-day. Incorporated. The American Rapid Transit Construc tion Company, incorporated for the pur pose of contracting for the construction and building of electric railways, known as the Eoos Elevated Electric Railways, filed articles with the County Clerk yes terday. The directors are H. G. Rol lins, T. R. Beoniugton and J. K. Mul key of this city; D. Gilbert Dexter, of Sau Diego; A. E. Clark and J. H. Bry ant, of St. Paul, Mil, 11. The capital stock is $500,000, divided into fifty thousand $10 shares. Of this amount $300,000 is actually subscribed. The Cowles Sentenced. Florence Cowlea and George Cowles, the parents who were convicted of inhu man treatment of their children, were sentenoed yesterday by Justice Austin to ninety days in the oounty jail. It is said that the baby who was in such a horrible condition when discovered was doing somewhat better yesterday, owing to the good treatment it has been receiv ing. It was the general opinion yester day that the sentence was none too heavy for thfl parents, who have inspired everybody with the greatest disgutt. "ARCADIA." A Railroad Proposed From the countr Head. A Herald reporter yesterday met one in a position to know something about i the matter, and who stated that Mr. E. J. Baldwin had ordered ties, rails and rolling-Block for a railroad to run from the lower end of the town site to the base of (he mountains, where his big hotel is to go. The ground needs no grading and there is plenty of granite gravel to thoroughly ballast the road bed. After tho material arrives only a few days will be required to lay it and put the affair in full motion. Arcadia is to bo pushed ahead of all the colonies in ' the county.
