Abusing a Privilege Frank I'ixley is the representative of a school—not a very large school— of bright but warped intellects who are only happy when they violate the canons of good sense in order to pro duce a sensation. They are not bound by any of the ordinary rules that gov ern everyday men. They are noth ing if not odd. To Hy in the face oi established customs ami modes of thought— to attack whatever is—to play the role of the iconoclast-to subordinate good breeding to their in satiate desire foi notoriety—to elimi nate from discussion truth, modesty and lair play—to pour out their vials of wrath against classes—to pander to the ultra views of genteel cranks and extreinistf—to take advantage of their presses or their platforms to create invidious prejudices and to stir up strife in communites—to outrage decency by the virulence of their an tagonisms—to provoke dissensions v nder the plea of possessing a higher ordar of patriotism than their neigh bors,—these are Hie methods by which they reach a celebrity that makes them as contemptible to the sensible people as Hercules was when he wielded the distaff to please the ex acting whimsies of Omphale. The Pixleys are not confined to any par ticular place; we have them every where. Their present craze is to con jure up the direst dangers to our coun try from the free access to our shores of European immigration. There is. however, a marked peculiarity in their madness. Whilst they affect to see nothing but evil from European immigration, they are opaquely blind to the dangers of the Chinese invasion, and pretend that it is better for the country to re ceive an alien race which can never be digested into the body politic than to continue to receive immigrants of our own race, who, as the years roll on, form the parent stock of the Amer ican people. Their sympathies are palpably with the heathen who has neither "scot nor lot with us in our common destiny ; and their prejudices are transparently against the people who are in their issue to become, as the issue of the eaily immigrations have become, the common children of the Republic. Dr. Cantine is evidently a man of parts. He is gifted with a glib eloquence which gratifies his hearers. But he belongs to that school of uneven minds which aejks rather to win notoriety by intel lectual pyrotechnics than by calm reasoning and the logic of cold facts. Last Sunday he seized the occasion of d-iivering what was understood to be a Memorial Day address, but which had but the slightest reference to the subject announced, and abused his privilege by dealing nearly altogether with an assumed danger to Ameri can institutions from European im migration. He drew a picture of the foreign element, in the United States which is not justified by the facts. In order to make his position appear strong, he grouped together the crimes of the Socialists ami the Ni hilists, the acts of outlawry that have been committed by the criminal ele ment of the foreign class, and laid them over against the entire olaM. This mode of reasoning is not only unfair, but it is cruelly illogical. It would be I'airor to measure the pro portions of the good against the bad, than of the bad against the good. He says that a very large percentage of the Kuro pean immigration isfrom the "pauper and criminal classes of the old world." If that is so it is the fault of our offi cials. The pauper and criminal class of Europe have no right to the hospi tality of our country. The laws for bid their landing, and ii they are per mitted to land, the authorities are guilty of a serious dereliction of duty. Hence the remedy is in requiring a rigid enforcement of the inws, and not in excluding all immigration. So with the naturalization of foreigners. If paupers and criminals are made citizens by the courts, they are so made in defiance of the Constitution and the laws, for it is a pre-requisite to the clothing of a foreigner with the garb of citizenship that he should show that he is a proper, well-inten tioned and law-abiding person. It may be that the time has come when we should take into consideration the density of our pop illation and the available domain in our country open to settlemeYit, and from our present capacity to absorb newcomers determine whether it would be a wise policy to place a check upon foreign immigration. These would be cogent and states manlike reasons. But to ascribe the necessity of exclusion to false prem ises and to spread the crimes of a few over the many merely to raise a class prejudice under the guise of a patri otic Impulse, is to adopt the tact lot of the I'ixleys and to outrage an ele ment whicb has conduced its just share towards American progress and prosperity. Where there is a predis position on the part of a community to prejudice against a class, it is very easy to pander to that prejudice by parading the sins of a portion of it and charging them over to the whole of that class. This reminds us of a case of injustice wrought out against our own people in London. A leading hotel there has closed its doors against American guests. The reason given is that Americans are imperti nent, interfering and disagreeable. No doubt a percentageof our country men who visit Kurope are purse proud, ill-bred and objectionable; but the great bulk of Americans who go abroad are fairly repre sentative of tlieir countrymen, and certainly this charge of the Cockney hotelkeeper is not true of our people as a whole. Thus, because the few misbehave them selves, a stigma is cast upon all Americans who go to Kurope. W* opine that the rule of argument thus applied would be resented as illogical and unjust by every thinking Ameri can. It is a dangerous and mislead ing mode of reasoning, and ought not to be indulged in by any fair minded person, much less by one who is invested with the sublime mission to teach peace and good-will to men. They prove that there is a substantial basis to our phenomenal growth, and that our people are not only confident in the magnificent future of our county, but are willing to back their belief by a lavish investment of their coin in real estate in the cities and towns and lands in the country. Those wfa o have sold short are forced to de liver, and they cannot get the wheat. In consequence there is a terrible rattling of bones among those who are caught out. No one need be as tonished if in the next few days a great crash will be witnessed among the shorts. The whole story is told in the announcement that wheat is quoted at 11,66 in Liverpool and $-.10 in San Francisco. It is a vicious deal, and will ruin many who have been caught in it. Ski em shocks of earthquake have visited tlie entire Northern part of the State. That section has just emerged from an abnormal and de structive hot wave, and now it is shaken lroru centre to circumference. There is something providential in our situation. Whilst the Northern belt has experienced these dire visit ations, Southern California has en joyed pleasant and salubrious weather and been free from seismic disturb ances.
