The Pro-roat'a Plenary Provision)
for Public Protection.
The Board of Police Commissioners
with Mayor Workman in the chair met
ma usual yesterday afternoon with Mr.
Humphreys and Chief Benedict present.
The Chief had brought charges against
Captain Harris, of the detective force,
and Detectives Metzler, Bowler and Bo
land for leaving the city limits and vis
iting a prize fight withoulhispermission.
The Chief stated to the Board that he
withdrew the charges against Oflicers
Bowler and Boland, as they had obeyed
the orders of their superior officer, Har
ris. Captain Harris made the statement
that he visited the fight in question for
the purpose of preventing it if it was con
ducted in violation of the law.
Mr. Humphreys expressed a supreme
contempt for pugilists and pugilism.
Mr. Harris thought that the charges
against him grew out of ill-will on the
part of certain newspapers toward him,
particularly the Times. A running
argument took place between a rep
resentative of that journal and De
tive Harris, in which there were
recriminations ad nattseam. The arraign
ment of the paper referred to by Captain
Harris was a severe one.
Detective Metzler in bis defense gave
the paper before mentioned a scoring,
and said that he went to the fight and
that he thought he had a right to be
there.
The Chief thought the officers had no
right to go outside the city limits with
out permission. The case rested upon
the question of discipline. The Board
held its decision.
The charges made against Detectives
Harris and Metzler by one J. W. Douglas
for taking money for work done outside
of the office will be investigated next
•week.
The next business of the Board was
the consideration of saloon licenses. A
change was |granted Baget & Han't', cor
ner of Turner & Vignes streets, Hickson
& Slack, 7 East First street, Hugh Gil
roy, 13 Commercial street, and Edward
Langberg, 40 Wilmington street.
Mullally & Powers, San Fernando
Btreet, were granted a license for a new
saloon.
The cases of the Missing Link saloon,
The Club Theater, the White Elephant
saloon and J. G. Kenyon's saloon, in
vestigated by the Chief, came up. The
•first two cases are to be investigated by
the Board. The third will be allowed to
continue if closed at 12 midnight. The
last will come up again next week.
Peter Teag, a stalwart colored citizen,
applied for a license for a saloon on the
corner of Marchessault and New High
streets, And was endorsed as a church
member and secretary of a Harrison and
Morton Club. The Mayor remarked
that he preferred him rather as a
Christian than a Republican. Laid over
one week.
The Chief was instructed to carry out
the resolution of the Board adopted at
last meeting to close all saloons and bars
in restaurants at 12 midnight.
The Chief recommended that the li
cense of Andrew Lindenfeld, corner of
Main and Third streets, be revoked.
Laid over for further investigation.
At tbis point of the proceedings the
charges against Captain Loomis, as pub
lished in yesterday's Hebald, were
Bprung. Attorney S. B. Lockwood pre
aented the affidavits, and requested that
a time be set for an investigation. It was
decided by the Board that they be heard
next Tuesday at 2 o'clock p. m.
M. Kelleher complained that the in
surance policy on his property, Nos. 20
and 22 South Truman street, had been
canceled because of the dangerous
proximity of Charles Cresette's planing
mill, and asked for an officer to guard
his place against fire. Referred to
Chief.
John Doyle wanted Officer Van Luven
to pay his just debts, and the Commis
sioners cited the officer to appear before
them next Tuesday and explain.
Complaint was made against officer
Van Luven by one W. J. Davidson who
charges that the officer violently as
saulted him. Mr. Davidson is a cripple.
Investigation set for Tuesday.
Complaint was made against the saloon
in the basement of tha new postoffiee
building. Referred to Chief.
George G. Brown, a colored citizen
with excellent reccomendations, made
application to be placed on the force.
Filed.
After auditing the usual number of
bills the board adjourned.
THE WOLFF MURDER CASE.
Testimony Introduced in Court
Yesterday.
The trial of Bertha Wolff, her hus
band and Alfred E. Peterson on a charge
of murdering Frank Wilson at San Juan
by-the-Sea in May last commenced yes
terday in Department No. 1 of the Su
perior Court. The story of the murder
as told at the time involved some very
sensational points. It was alleged that the
Wolffs lived for some time at Alameda,
and that Wolff, after a prolonged ab
sence, returned home to find there an
infant of which the paternity was con
sidered doubtful by Wolff. The family
then moved to Santa Ana, wl^ re the al
leged intimacy We en Peterson and
Mrs. Wolff was said to have been con
tinned. In the spring of this year Mr.
and Mrs. Wolff visited Frank Wilson's
cabin at San Juan-by-the-Sea, and stories
were told of how Mrs. Wolff expanded her
affectionate nature far enough to include
Wilson. About May 17th the Wolffs
and Peterson moved back to Santa Ana,
and about a week afterward Wilson, who
had been to Santa Ana, was observed to
alight from the train in an intoxicated
condition. From this point on Messrs.
J. P. Kullman and Chas. H. Pope told
yesterday en the witness stand the cir
cumstances of the killing. Kullman had
heard four shots fired and had seen
Wolff fire the last shot at Wilson. After
this he had seen Wolff, Mrs. Wolff and
Peterson walk to their wagon and start
off. They were stopped by Pope and
himself and Mrs. Wolff had said that it
served Wilson right and she was glad of
wkat she had done.
Chas. H. Pope testified that he lived at
San Juan-by-the-Sea and knew Wilson,
who got off the train at 11 o'clock on the
day of the murder. Wilson was drunk
and finally witness saw bim go to the hotel.
Wolff, Mrs. Wolff and Peterson drove
np and Wilson stood and talked to Peter
son, who was in the wagon. The wagon
was then driven over to a fence and the
horses were tied. The occupants got out
and walked to the hotel. Witness then
passed ont of sight and in a few moments
heard two shots. He ran around and
saw Wilson on the ground trying to get
up. Wolff then fired the third shot and
then the fourth at Wilson, who, as the
last shot was fired, stiffened himself out
on his back and ceased to struggle. Wit
ness then got his rifle and when he went
back to the hotel Wolff, Mrs. Wolff and
Peterson were getting into their buggy or
wagon. They started off and witness
told them to hold np their hands.

his hands. Wolff wouldn't throw up his
hands, aud Mrs. Wolff held the baby be
tween witness and Wolff, and said to
Wolff, "Don't you do it." She also said
to witness to go on about his busines ,
and that he had no right to stop then>.
After the arrest, witness turned the pris
oners over to a Constable. Wolff said
that he had killed Wilson and he was
glad of it, for he had insulted his wife.
Mrs. Wolff said she was also glad that
Wilson had been killed, for he had in
sulted her. (The pistol was here intro
duced in evidence and identified). The
pistol had one chamber loaded and four
empty. Wolff, Mrs. Wolff and Peterson
had lived together at Wilson's cabin on
the beach. Wolff and Mrs. Wolff left
on the 17th of May. Peterson attended to
the shipping of their baggage. Wolff
afterwards visited the town alone.
While Wolff was shooting Wilson, Mrs.
Wolff and Peterson stood about twenty
feet away, watching the affair. Wolff
then walked over and joined them, and
they all walked over to the wagon.
The case was continued until this
morning. The jury in the case is as fol
