SEWAGE MATTERS. Bar. jr. c. Daly's Opinion ot tne method of Procedure. On Wednesday next a special meeting of the City Council will be held for the purpose of receiving proposals for the disposal of the sewage of the city and to hear what the various people and organ izations think should be done. Consid erable interest will be attached to the meeting, for it has been the opinion of many citizens that some Bteps should be taken to provide a means of disposing of the sewage so that the system inside the city may be constructed. In conversation with a Hekald reporter yesterday Mr. J. C. Daly, the former City Attorney, said that although he had a proposal be fore the City Council to take care of tbe sewage for nothing, he did not be lieve that the Council should give or sell the right to the sewage to any person or corporation. The city should own its own sewage and sewer plant to the point of its final disposition. The health of a city depends greatly upon the disposition of the sewage, and this is subject to sani tary legislation. Under such circum stances, the city should not give away or sell its right to the absolute control of the sewage. It should own every pipe that it runs in and every gate therein, so that in time of necessity, or when there is danger of disease or epidemic, the city can control its disposal. If the sewage were to be given to some person or cor poration, the city would have no control over it after it left the city limits, and tbe neglect of the parties at some pe riod or crisis might endanger the health of the citizens. Mr. Daly was of the opinion that the proper thing for the Council to do was to first consider the different methods of disposing of the sewage and then select the best for the health of the city without regard to cost. The item of cost would be a matter of secondary con sideration and Bhould never enter into the debate when the various methods were discussed. Los Angeles should not expect to make money by her sewage when other cities were willing to pay and are paying millions of dollars to get rid of it. The citizens would not hesitate an instant to supply the necessary amount to provide for tbe construction of a sys tem that was perfect, but he did not think that they would care to see the city part with its power to control the dis- , posal of the sewage for any length of time. If they considered the matter at all they would come to the conclusion that the giving away of the sewage to any party would be extremely dangerous to the community. If the water was to be utilized a plan could be arranged whereby the county could have the disposal of it. The Supervisors could build the pipe lines, put a Zanjero in charge and sell tbe water for the benefit of tbe public , to those who wanted it, but if the Super visors did not desire to do this, the right to dispose of the water should not be given to any individual or coiporation. A High Kerord. Editors Herald : General A. P. Stewart and family, who have sojourned in this city for a year, left yesterday for Las Vegas, N. M., where business and family interests call them. Graduating in 1842 at West Point in the class with General Sherman, Gen eral Stewart soon became Professor of Mathematics in Cumberland University, Term., which position he held till the opening of the war in 1801. Enlisting in the Confederate service as a private, he followed the fortunes of the Army of Tennessee under Sydney Johnston, Beauregard and Bragg, closing his career as the favorite Lieutenant- General of Joe Johnston at the surrender to General Sherman. For many years since the war ne was the Chancellor of the University of Mis sissippi, and by his superior skill as an educator he raised this institution to the first-class grade of educational institu tions. In all the spheres in which a long and busy life has cast him, whether in the schoolroom or treading the fiery edge of battle; whether in the social circle or as a leader in matters pertaining to chnrch, he touched nothing that he did not adorn. Those who have the pleasure of knowing General and Mrs. Stewart hope to see them again in this city. J. S. W. Los Angeles, January 10, 1889. Board of Trade Matters. The Board of Trade, at its last meet ing, adopted resolutions favoring the abolishment of the mortgage tax and asking that the representatives to the Legislature take action in the matter. The Board also indorsed the action of tbe Chamber of Commerce in its effort to establish a beet sugar factory here and appointed Hon. L. J. Rose, S. B. Lewis and J. V. Wachtel as a committee to confer with the Chamber of Commerce and assist tbem. The Board also appointed Eugene Ger main, Hon. L. J. Rose, Frederick Lam bourne, J. M. Griffith and J. V. Wachtel as a committee to appear before the Council Wednesday next and give. their views on tbe sewer question. Tne Ladies' Race. If the weather is fair to-day there will be a large attendance at Agricultural Fark to witness the five-mile race be tween Miss Myrtie Peek and Miss Lizzie Williams. Miss Myrtie is well known as a daring rider, and it is said that Miss Williams is a match for her. It is ex pected that 10 minutes, counting time for changes, will be beaten. Six horses will be used, and a cent will be tossed, the lucky one to have first choice of the animals. Miss Myrtie will give an ex hibition after the five-mile race, which is well worth seeing.
