6 PUBLIC WORKS. Improvements lattndet hj the Property Owners. Tke Board of Public Works yesterday visited various parts of the city to look at the improvements which the property owners desire to make. The first place visited was Hope street, between Third and Fourth streets. Here the property owners desire to grade by making a cut of about ten feet. Several fine houses have been built on this street, and others are in contemplation when the street is graded. It was informally decided to allow the property owners to grade, pro viding the intersection of Third street is graded. From the hill at this point the traces of the flood of Wednesday could be seen •long the course of the Arroyo de Las Reyes. It was stated that the water came down the anoyo, crossing over Pearl and Flower streets in such volume as to frighten the resi dents in the hollow. Some of the ladies had to be carried out of their houses, and their patches of vegetables and flowers were completely demolished. There are some portions of Pearl street near Sixth which arenot sidewalked, and the citizens in that neighborhood are of the opinion that the sidewalks should be pat in. They therefore presented a peti tion, signed by a majority of the resi dents, asking that the sidewalks be ordered. The board, after a visit to the place, decided to order the sidewalks constructed. A petition had been received from the residents on Wall street, between Fifth and Seventh, calling attention to the amount of storm water which had been directed on their street daring the rain. It appeared on inspection that the Zanja Madre daring the rains will not carry the water, which spurts out of the man holes at the corner of Fifth and Wall and Sixth and Wall, and flows along Wall street with sufficient force to carry away the surface of the street. Deputy City Engineer Lownes stated that the only thing which could be done was to keep the water ont of the zanja by turning it npon Alameda street. A petition from residents on Maple avenue, asking that obstructions on the west side of the street be removed, wae looked into. The property owner on the west side of tbe street had built fences extending to the electric-car track on each end of his property, and had tacaed up sign-boards bearing the following inscrip tion: "Private property; keep off." As the map of the street was found to be on record it was decided to request the Street Superintendent to remove the ob structions. The property ewners on Prospect street south of Pico asked permission to turn pike the street so that the gutters could be made to carry off the water which flooded their yards, which in some places were lower than the street. It wae decided that permission be given them to turnpike. The property owners on Prospect atreet, between Ninth and Twelfth streets, desired to grade, gravel and curb the street, and as there were no reasons to be found why this shonld not be done it was decided that permission should be given them, provided the Btreet intersections are also graded. The Board of Public Works, which in thU instance was represented by Mr. Wirsching and Mr. Hamilton, then re solved itself into a special committee appointed by the Council to examine the grade of First street east of Chicago Btreet, and, accompanied by Mr. MeLain, who is a member of the committee, and Mr. Summerland the spot complained of was visited. It appsars that when the cable road laid its tracks they were on the official grade, but when the street was graded the grade given for the curbs was not as high as it should have been. In order to have tbe cable road con structed even with the curbs, the grade should have been changed to conform with the grade of the curbs, but this was not done, and in consequence the cable road ia about eight inches higher than the street on each side. After an exami nation of the premiser, in which tbe necessity for filling up the Btreet was made apparent, th c committee returned to the city, and will make a recommen dation to tbe Council on Monday. MORE DIFFICULTIES Which Have to be Encountered by the L. A. and P. The Lob Angeles and Pacific road is en joying Borne more bad luck. The storm of Wednesday carried away a considerable section of the track, and cut out the road bed so that it will take some time, per haps a week and perhaps two weeks, to get things in running order again. The place in which the damage wae sustained is on the Hammill & Denker ranch in the Wynetka region, about equi-distant from the city and Santa Monica. The same cloudburst that tore up the Southern Pacific track demoral ized that of the Los Angeles and Pacific for a distance of 1,500 or 2,000 feet, such was the force of the water in some places that the ties were torn loose from the rails and carried down a considerable distance. It is stated by the authorities of the j r-.-ad that the damage to the roadbed is not very extensive, and that it would be possible nnder ordinary circumstances to make tbe repairs in a short space of time. The present situation of the road is such, however, that it has other difficul ties than that of the damage to the tract to contend with. On Wednesday the Chinamen employed by the road struck and refused to go back to work. The statement made by the officers of the road is that there were only a few Chi namen employed on the road, and that these refueed to work becanse they did not like to go ont in the rain. Their bosses, however, declare that they will not return until arrears are settled. Re garding the alleged strike of the white men, the officials say that some of the men declared tbat they would have to go to work elsewhere to tost money on which to support their families, and that this was the nearer" approach to a strike. It is stated that the affairs of this road are approaching a crisis, and that befor ? a week is passed the question of whether it will be allowed to continue operations will be decided. The washont, which will cause the expenditure of a good deal of money for repairs, has precipitated matters. The officers of the line insist that it will ultimately come out all right, and base their predictions on satisfactory facts. Developments of Home sort are expected in the course of the next week. RAILWAY NOTES. Things Straight Again on the S. P.— A New Motor Line. The damage done by the storm of Wednesday on t'ne Santa Monica branch of the Sonthern Pacific line was repaired yesterday and by noon the trains were again running all right. The Directors of the Los Angeles and Vernon street railway are planning to equip their line With the Connelly motor. This is a noiseless, smokeless steam engine, the heat being supplied by gas. It is capable of a speed of from twelve to sixteen miles an hoar. The machinery is situated in the front end of the car, shut off from the rest by a glass partition. The car will accommodate twenty pas sengers. A MASONIC FETE. The Knights and Nobles Will En joy Banquets and a Picnic. A considerable fete is in progress in Masonic circles. It began last night and will last through today, culminating in a grand banquet this evening. A number of visiting brothers are in the city, per haps fifty or seventy-five in all —some of them from San Diego, and others from San Bernardino, Riverside and other places near at hand. Last night a banquet was given by the Knights of the Red Cross of the Ceeur De Lion Commandery. Tables were spread in one of the rooms adjoin ing the hall in the Los Angeles National Bank building, and an elegant banquet was served to about 150 guests. Today, tbe weather and roads permitting, there will be an expedition in carriages to Shorb's winery and to other points of in terest in the vicinity. Tonight there will be a grand banquet for the Nobles of the Mystic Shrine, which will be one of the most elegant affairs ever given by that order. PRINCIPALS MEETING. Bates on Which the Teachers' ,Iml. Inge will Be Held. The Principals of the various schools in the city met yesterday afternoon at 4 o'clock, Superintendent Friesner presid ing. It was announced that hereafter there will be no general meeting of the teachers on Saturdays, as was formerly the case, but that the teachers will meet according to grade as follows: The first grade teachers will meet on the first Sat urday of each school month, at 10 a, m., in the rooms of the Board of Education in the City Hall. The teachers of the second and third grades will meet on the second Satur day in each month at the same time; the fourth and fifth grades will meet on the third Saturday, and the sixth, seventh and eighth grades will meet on the fourth Saturday of eacb school mouth at 2 p. m., in the rooms of the Board of Education. Several ether matters in relation to school work were discussed, and it was announced that the demands of the teachers for the past month will be ready for delivery tomor row. The meeting then adjourned. Changes at the Natlck. Extensive improvements are in pro gress at the Natick House. The parti tion between the office and the room ad joining to the west, which has heretofore been used as a store, will be taken out, and the whole space will be fitted up as a lobby and office. It will have a frontage of 38 feet, and will be lighted by large plate-glass windows. An extra story will be built npon a part of the roof, into which the laundry will be moved. The inner court of the building will be entirely bnilt over, and extensive changes will be made in other parts of the hotel. New Conversational French Class. Prof. Eliam Lambert will commence a new conversational French class Monday at 2p. nr., at the parlor of the United States Hot.il, Main street. Trial lesson free Saturday at 3 p. m., when the sys tem will be fully explained. Regular class meets today at 3 p. m.
