APPOINTMENTS OF TEACHERS.
Various Matters Discussed by the
Directors—A Kindergarten
Class Established. J
The Board of Education met last night,
Mr. W. P. Mcintosh in the chair, the
President, Mr. A. E. Pomeroy, having
telegraphed bis inability to attend, and
Messrs. Cox, Ellis, Frew, Gosper,
Powers, Woodbury and Whaling present.
A communication was received from
the parents of one hundred and two
children, residents cf that section of the
city east of Alameda street, between
Aliso street and Mission road, stating
that they were practically deprived of
school facilities; and praying that at as
early a day as practicable a school be
established in the center of said district,
and in the vicinity of Date and Macy
streets. The matter was referred to the
Building Committee.
The applications of J. J. Ireland, Mrs.
E. A. Watson, I. A. Hanchess, A. Arson
and W. F. Eaton for appointments as
janitors were reported to the Janitors'
Committee.
A communication was received from
A. 8. Frew questioning the legality of the
consolidation of the school and public
libraries and the transfer of the books
rendered necessary by such consolida
tion. It was referred to the Library
Committee. Major Frew, of the latter
committee, asked for further time in
which to confer with the Book Commit
tee of the Public Library, -which was
granted.
Superintendent Friesner reported that
during the month of December last
6,692 pupils had been enrolled, of whom
8,351 were girls aud 3,341 boys; the
average daily attendance was 5,566, and
during the month there* had been 803 of
the pupils sick.
The Finance Committee reported that
there was a balance of $47,739 68 on
hand in the treasury, and recommended
the payment of twenty-eight bills,
amounting in the aggregate to about
$3,100. Adopted.
Governor Gosper, of the Building Com
mittee, recommended that a door bo cut
through the south line of the bail dins:,be
tween the offices of Superintendent Fries
ner and his assistant, as a matter ot con
venience. Mr. Whaling vigorously
objected to squandering bo much money
in fixing up the Superintendent's office
at a time when lots of the school chil
dren were actually suffering because the
schools were unprotected from the
storms. He thought the board ought to
direct its attention to the children's pro
tection before "adornating" the Super
intendent's office. On motion of Mr.
Woodbary the recommendation was
adopted.
Mr. Ellis, of tho Teachers' Committee,
reported the resignations of Mr. S. H.
Moore, Misses M. L. Pinkham, Allie M.
Felker, Lucy Grant and Mary H. Ken
nie, and recommended that they be ac
cepted with regrets. The committee
recommended the appointment of Misses
B. Cox, O. Day. E. B. Reynolds, L.
Heed and Mrs. N. D. Mayhew as regular
teachers; Mrs. A. H. Koffe, the Misses
M. Murdoch, H. M. Mead and M. I.
Fitzgerald as substitute teachers; and
further that the salary of Mrs. L. P.
Wilson be raised to $80 from January
Bth, and that of Miss O. Day be placed at
$85. The report was adopted.
Mr. Woodbury, of the Committee on
Classification, recommended the follow
ing appointments: Miss H. Davis, to
be assigned to the eighth grade of the
Spring-street school; Miss F. P. Wright,
to the fourth and fifth grades; and Miss
L. J. Kendall, to the seventh and eighth
grades of the same school; Miss E.
Griffiths, to the tilth grade, and Mies B.
Cox, the third grade of the Hellman
street school; Miss Lina X. Reed, to the
second and third grades of the Castelar
street school; Miss M. Murdoch, to the
first grade of the Breed-street school;
Miss O. Day, to the Railroad-street
school; and Mrs. N. D. Mayhew, to the
kindergarten school on Bonsallo street.
The report was adopted.
Mr. Ellis reviewed at some length the
ideas of the board in the matter of the
kindergarten system, and stated that
Mrs. Mayhew had been appointed as
teacher of a small school on Bonsallo
street in the Fifth ward, in which there
were already forty scholars, and he asked
that until proper accommodations be
provided for the school the Building
Committee recommend that the room at
present occupied by that lady be rented
at $20 per month. The recommendation
was adopted.
Mr. Cox, of the Finance Committee,
reported against the purchase of flags for
each school house, on the ground that
the condition of the finances at the dis
posal of the board would not justify the
same. Mr. Whaling opposed the report,
but was voted down.
The City Attorney was instructed to
bring suit for the recovery of land be
longing to the Spring-street school lot.
Mr. Whaling offered the following res
olntion for the approval of the board:
"Resolved, That it is the sense of this
board that the Secretary furnish the
board with a list of tbe school buildings
insured, with the names of the com
panies with whom they are insured, and
the rates of the same, so that it may de
termine whether the-same is sufficient or
not, and that euch a report be made at
least once a year." The resolution was
adopted unanimously.
Mr. Powers then gave notice of his in
tention to move amendments to the
rules.
Mr. Whaling offered another resolu
tion to the effect that the present system
of selecting teachers was not to the best
interests of the Bchool Department,
which met with opposition on the part of
Messrs. Ellis and Gosper, the latter as
serting that there was no sense to it, as
it was already covered entirely by the
present rules. There being no second to
the resolution it passed unnoticed.
Governor Gosper moved that the High
School building be placed at a distance
of fifty-five feet from its front to Castelar
street and twenty feet from the west side
of the lot, which was carried.
Messrs. Cox, Frew and Gosper were
appointed as a committee to confer with
the Council in reference to the school
buildings.
On motion of Mr, Ellis the school in

the old Orphans' Home building was
ordered moved back toCastelar street, aa
it was very unsatisfactory.
Governor Gosper moved that the Su
perintendent of Schools be instructed to
confer with the member from the
Third ward and the Councilman of that
district with a view of trading the lot on
Second street, near Beaudry avenue, for
another more suitable one. Mr. Whaling
vigorously opposed such a proposition,
saying that it was only two weeks since
the lot was purchased at ounerintendent
Frieener's suggestion, and * that it was
child's play to keep "swapping" lota aa
they had been doing lately. The motion
was carried and the board adjourned.
CHAMBER OF COMMERCE.
Meeting- of the Directors—Resolu
tions Passed.
The Board of Directors of the Cham
ber of Commerce held a special meeting
yesterday afternoon. The Secretary an
nounced the receipt of several compli
mentary tickets to the Oroville Citrus
Fair. A letter from S. J. Mathes, who
is with the "California on Wheels," was
read. He described the tour through
Texas and the enthusiasm which it
had aroused. He stated that tbe Los
Angelea exhibit had attracted more at
tention than any other, the Fresno
county not excepted. He said that the
additional material contributed when tbe
exhibition oars were in this city had
greatly improved the display of Los An
geles county, and it was now not sur
passed by that of any other section of the
State.
The Secretary supplemented this letter
with a few remarks with regard to the
criticisms which had been passed upon
the exhibit when it was stopping in this
city. He said that the exhibit had not
been prepared to satisfy citizens
of Los Angeles, who had of course
seen many finer and larger at
district fairs, but for the people
of the East. It had to be in compact
form and composed only ot things which
could be shipped and which would not be
destroyed by travel through lqng dis
tances. The Chamber had done its best
with the means which were at its dis
posal, and the display, when compared
with that of other sections, vas very
creditable.
Judge Fitzgerald suggested that a com
mittee should be appointed to prepare
suitable resolutions with regard to the
resignation of Secretary Higgins and the
completion of his work for the Chamber.
On motion, a committee, consisting of
Major Jones, J. H. Book, J. Mills Davias
and Judge Fitzgerald, was appointed.
Major Jones then offered the following
resolutions with regard to the proposed
S-veet Wine bill:
Whereas, The vine and wine indnßtryof
this country is one of great importance and
one which with the loitering care and just
protection of tbe Government, would again
become the leading Industry of th'a St»te; and
Whereas, lv thin State are vast domains,
eminently suited for the cultivation of the
vine and consequently for the production of a
very excellent quality of wine; an d
Whereas, Ab at present, the laws, we be
lieve, are administered so as to discriminate
against tbe business generally, working great
hardship on those already engaged in the
business, deterring others from engaging in it,
thus compelling large areas of cultivable lands
to remain uncultivated, And also encouraging
the importation ot foreign brands, aud the
adulteration and imitation of our own product;
and
whereas, There has been introduced Into
Congress what is termed the Sweet Wine bill,
the provisions of which wnl relieve the indus
try of its uunecessary burdens; and,
. Whereas, The passage of the bill will en
conrtge the investment of capital, which un
der the present circumstances cannot be in
duced to recognize the wine industry, and
whioh would, if invested, affect our material
prosperity in cultivating our soil, affording em
ployment to labor and giving business to trans
portation companies; therefore be it
Resolved, That the Board of Directors of the
Lis Aneeles Chamber of Commerce very re
spectfully but urgently request the Senat - and
House of Repretentatives to act favorably on
said measure, as one in the interest of the peo
ple at large.
These resolutions were pissed by the
Directors.
Major then brought up the mat
ter oi the Torres Bankrupt bill which is
being pushed by the commercial bodies
of the country, and he moved that the
Committee on Legislation look into it
with a view to offering an endorsement
on the part of the Chamber. It was
carried.
The following resolution was then of
fered and carried:
Resolved, That in the death of Hon. John
R. Brierly, the Chamber of Commerce of Los
Angeles loses a valuable member and the com
munity an aotive and earnest representative In
put lie life.
Tne board then adjourned.
THE RAILROADS.
Trains All Rtarlit—A New Develop

Trains ran yesterday on all divisions
of the Southern Pacific coming into this
city, except the Santa Ana, which is ex
pected to open today. The train from
the North which should have arrived
here at 8 o'clock yeuterday morning, did
not get in until 4 in the afternoon
Number 19 from the North, which regu
larly arrives at 4:10 in the afternoon, got
in two hours late. These delays were
caused by the shaky condition of the
track through the Soledad. A number of
surveyors arrived in the can in yesterday
and began work on the new line.
All trains that were made up in this
city left on time, and the schedule was
for the most part restored. The trains
were heavily laden with passengers. A
large amount of delayed freight will
be moved in the next few days. There
are about 1,500 carloads in eight which
must be handled as soon as possible.
There is bard work ahead for everybody
in the railroad business for the next few
weeks.
The Santa Fe linens over its difficulties
and trains are running as nearly as pos
sible on schedule time. A passage
through the Cajon has been effected, and
the damages at Del Mar have been re
paired, bo that the San Diego line is
open.
An important fact was developed yes
terday with regard to the work on the
Union Pacific extension from Salt Lake.
George M. Wright, a surveyor of this
city, received a telegram from Mr. Mc-
Cartney, the resident engineer at Salt
Lake City, of the Union Pacific, asking
whether he could send a number of men
down to assist the surveying party now
working north from Barstow. Mr.
Wright will leave today with a party of
five for Ludlow, which iv on the Atlantic
and Pacific, about fifty miles east of
Barstow. Mr. Wright will not accom
pany the party further, but will go on to
Chicago. There are several parties of
surveyors in the employ of the Union
Pacific working north from Barstow.
