Editors Hebald—l wish to reply to aome strictures in yonr issues of the 4th and sth instant in regard to work done nnder my supervision in tbe old Oity Hall, and would suggest that you put in the largest head-line typo you can. I should not have considered the matter worthy of notice but for your distinct charges of fraud, which place the members of our City Council and myself in an unfair light before tho public, and in consid eration of the utter falseness of some of the statements made, and indeed the entire animus of the articles referred to rendesr it necessary as amatter of self defense. Tbe whole trouble seems to hinge on the fact that Mr. Skinner did not get the job The members of the Council probably had good and sufficient reasons for not giving it to him, but whatsoever they may have been, I wish it distinctly understood that they are under no ob ligations to me, either individually or collectively, or I to them. You complain that there was no con tract made with me and yet charge the Council with thwarting the proposi tion of the Police Commissioners to give Mr. Skinner the work, which you say they at that time propoeed to do. If the Council has evaded the law, what about the proposition refer-ed to? Later it appears Mr. Skinner offered to do the work specified by him for $1,600. Now, sir, I say the work specified was done by me for a little over $1,200, and that the additional expense incurred was for work found afterwards to be necessary or advisable, such as plumbing in the cells and cutting a staircase by which prison ers can be taken into court without subjecting them to the influence of their friends ou the street,etc.,and that neither Mr. Skinner nor any other man could have done the amount of work cheaper with out putting in inferior material and Work manship. It was done by the day with out any incentive to shirk it, or gloss it over, and will stand inspection. Your reference to prison labor would lead to the inference that such was not used in this case, which is not a fact. I was "ordered to use it and did so for every thing not requiring spacial skill. You gave an itemized account of material furnished and labor performed which is false and misleading. You claim to have two bills from California Lumber Com pany for $265,58 each, two from Crane Bros, for $42.20 each and one from Los Angeles Lumber Company for $95, allO. K'd by me. There is only one bill for California Lumber Company for $265 58, one for $42.20 for Crane Bros, and none for Los Angeles Lumber Com pany, of whom I know nothing. Even your total is incorrect, but assuming it to be accurate by deducting the above erroneous bills, instead of $3,175 06 1 .,, the total expense wa552,772.28>£ only." Now, regarding Mr. Foamir's bill, 1 wish to say that there was a special con tract made by the city with him to fur nish the work on the bill, amounting to $299, and that the one for $101 was for additional necessary work. In the case of 8. K. Adams' bill for $215.75 for paint ing, I wish to say that the work was well done, and whatever the queer appear ance may be, the time was made and work performed to my satisfaction, and with regard to the motive for employing him, would suggest tbat the one charged in your article comes with an ill grace from a writer whose sole motive in penning ir, was to whip our City Council over my shoulders for not employing one whom either his interest or pleasure deemed advisable. It would be more to the writer's credit if he had told all that he knew regarding this work, instead of confining himself to Stating just sufficient to falsify the as he undoubtedly knows that the amount of work performed was at least three times as much as that com templated in the specifications. But we are charged with fraud. I say we, be cause if there has been any I must have been a party to it, as also all the parties concerned in the work, as they and I have qualified to the accounts rendered. This scathing charge also applies to our City Council, as, contrary to your state ment, those bills were not* passed by them without investigation. Perhaps the writer will make his charges dis tinct and point out wherein fraud has been perpetrated, as such charges are too serious to be made lightly. Perhaps also, he would inform us why one of the bills—in fact the last one presented—was duly signed and paid, while the balance are withheld and probably vetoed. Iv conclusion, I would say that so far from our Council spending the taxpayers' money reck lessly, they constantly urged me to ÜBe all tbe economy compatible with mak ing a good, substantial job. and that in stead of being censured and held up to the public as fraudulent and reckless spendthrifts, they merit the support of every good citizen in endeavoring to have their work done in a thorough and economical manner, and no man with common sense would expect them to de mand of Mr. Skinner or any one else $3,000 worth of work for $1,600, unless it came within the letter and spirit of his contract, but would allow as extras any additional work they may require done. The sum of $32 90 was ordered trans ferred from the general road fund to the Antelope valley road fund. The death of John R. Brierly being an nounced, Supervisors, Martin, Rowan and Davis were appointed a committee to draft suitable resolutions. The Auditor was instructed to receive from Chas. Post, Raad Overaeer of Cahuenga, certain labor certificates as go much cash. H. F. Btaffjrd, J. M. Voss and J. W. "Vawter were appointed viewers of the National boulevard. Guilty Garret honf, By the noon train yesterday Chief Deputy Sheriff Brady went north, taking with him Captain F. M. Garrett, under sentence for ten years in Ban Qaentin for incest. Brady will have to be wide awake to perform his task, tor Garrett is likely to take desperate chances to •scape, and probably would nearly as Boon die as serve out his sentence, which means about seven years of incarceration. Bucna Vlsta-Sireet Bridge. The residents of East Los Angeles along the district tributary to tha Buena Vista-street bridge are becoming some what restive at the lack of progress being made in the matter of reconstruct ing said bridge. He Pant* Away 1 eaterday at San Jose. The Associated Press dispatches yes terday brought tho news, not altogether unexpected, that John R. Brierjy had died at San Jose. Several of hie friends received private dispatches to the same effect. He was taken ill with a severe attack ef pneumonia at San Francisco, about a month ago, and, after partially recovering, was taken to his sister's at San Jose, where a relapse set in which seriously threatened his life some ten days ago. He then began again to get better, and hopes were freely entertained for his speedy and full recovery; but yes terday he sank rapidly and passed away, as reported. John R. Brierly was born in New Hampshire about fifty-one years ago. He came to California in 1852 and remained a short time. He went East and did not relurn to this State until 1860. He came to Los Angeles in 1882, being appointed by President Arthur Collector of the port of San Pedro. In 1886 ho was elected to the Assembly for tbe Seventy-sixth District, and was re elected in 1888 marriage JLlcensea. The following were yesterday licensed to wed: Joseph Minton, a native of Missouri, of this city, aged 23, to Amanda Holmes, a native of Illinois, of this oily, aged 24. David W. Brown, a native of Maine, of this city, aged 33, to Alice Wood, a native of Illinois, of this city, aged 31. William Busse, a native of Germany, of Ban Francisco, to Lizzie Kressien, a native of Germany, of Pasadena, aged 20. Robert C. Patterson, a native of Ken tucky, of thiß city, aged 20, to Florence Rosner, a native of Pennsylvania, of this city, aged 18. M. McMahon, a native of Canada, of this city, aged 37, to Bridget McNamara, a native of Indiana, of this city, aged 28. E. R. Sydon, a native of Germany, of this city, aged 27, to Annie Istil, a native of Germany, of this city, aged 25. New c;anea. Nevire Arroqui asks for the probate of the will of Jean Arroqui.
