London, February 18.—Maurice Healy, member for Cork City, asked tbe Gov ernment today in tbe Commons whether since the refusal of John Daly, a life convict in Cheatham prison, to connect the Parnellites with dyna mite outrages, he had to be treated with enhanced severity, Healy re quested that a sworn inquiry be made as to Daly's treatment, or that members of the House who desired to investigate the matter, be allowed th& name access to the prisoner as allowed the agent of the London Times. Matthews, Home Secretary, Baid he had no authority to grant the request for a Bworn inquiry. He denied the allegations against the prison officials, and said Daly had stated that he had no complaint to make of his treatment. Bannerman (Homerruler) resumed the debate on the address. He summed up the case against the Government by declaring that it had wilfully resorted to coercion when coercion had proved to be worse than useless. Balfour said during the present debate the administration of affairs in Ireland had been compared to the tyranny of Russia, although everybody knew the comparison was nonsensical. The en deavor of the Government was to free Ireland from the bondage of an unscrup ulous conspiracy; to suppress intimida tion ;to give to the people the common rights that all people were supposed to possess in civilized countries. He trusted the House and the country would con tinue to support the policy that had done so much for Ireland. At the end of the debate a vote was taken on Parnell's amendment to the address, which was rejected, 307 to 240. THE PARNELLITES CONGRATULATED. The Council of Liberal Federation passed resolutions congratulating Parnell and hia colleagues upon the result of the investigation, regretting that all persons responsible for the forgeries were not called to account by the commission, and demanding that the Government offer reparation to Parnell.
