Both gentlemen stated that the offer had been made to the Ministerial asscia tion, and had by that body been declined with tban'J;s. The board of police commissioners were in regular weekly session, and gianted the application of P. Conrad for a saioon license on the corner of first and Los An geles street". The application was re ported approved by the chief. It was de veioped during the debate upon the sub ject that there was already a license out for the same premise?. Commissions l'irtle for tins reason voted against grant ing the license, but the application was granted. The application of C. E. Bernard for a license on tlie corner of Los Angelis and Commercfal streets was granted. The application of Koiil ,fc McGraw for a saloon license on the corner of First and Vine streets wis granted. All new applications for licenses and also the transfers of the same from old to prospective owners were referred to tbe chief for investigation. Joseph Davidson presented a communi cation signed by bis attorney in fact, call ing the attention of the board to the fact that some time ngo he ontained a judg ment in the township court against Offi cer Alfredo Argrueild for $15 and costs of suit amounting to $lti.!tu more. All of this money excepting $ti.!lOhas been paid, and Davidson wants the balance due. The matter was Deferred to the chief for investigation. The application of G. B. Weeks and Charles 1!. livin for positions on the force were tiled. Tne Fourth of July committee invited the hoard to attend the Independence day parade and tide in carriages at their own expense. The invitation was accepted with thanki, and the committee will be so notiticd. Commissioner Pirtle reported that ow ing to his absence from the city for sev eral days last week, he had been unable to assist in the trial of Officer Bitch, charged with brutality. More time was granted Mr. Pirtle. and the investigation into the charges against Bitch will be held tomorrow. Commissioner Field reported that the special committee having in charge the matter of a temporary female prison had beei: working hard to solve the problem for several days and was not yet ready to report. The consensus of opinion upon the subject was that if the new branch police station recently secured on Boyle Heights can be utilized, tor those quar ters might also be used for a female ward. The committee was granted fur ther time. W. B. Barber, Eev. G. L. Cole and Dr. C. C. McLean came before the commis sion and brought up the old subject of the cribs on Alameda street. The gentle men reported that they represented the Ministerial association. Mr. Barber was the spokesman, and his arguments were that the cribs, having been fenced, did not eradicate the evil complained of. Commissioner Pirtle brought up some ancient history with the narrative as to how, early m its history, the present commission had laid out a careful plan of campaign to regulate the social evil, but tlie Ministerial alliance or some in fluence of which that body is the center, had taken the matter into their own hands and the result has been that the county has been run several hundred dollars in dr bt and only one conviction has been secured, that" being the case of a landlady who of her own volition pleaded guilty to a charge of piosttution. Mr. Pirtle himself said that tie was in favor of some son of licensing of the evil. Mr. Barber in reply called attention to the fact that the city of Brooklyn, a place of SOU 000 people, had no profes s ional vico of this character mentioned, and the same result could be secured here. Mr. Barber denied that the Minis terial association had paid Constable Harry Johnson and Detective Bosqui the Bum of |300 or any otner amount, to drive tl]• disolute women out of town, which chargo had been made by implica tion by Commissioner Pirtle. The latter also r3niarked that in his opinion, if the immoral women weie driven out of one part of tne town, they would scatter in discriminately throughout the city. He bad beard of cases where some of these people had gone into the leading hotels of the city to live and had so informed aeveral of their male customer.-. Chief Glass said that although anxious at all times to do his full duty in this and other matters, he would not and could not do anything which would in veigle him into legal difficulties.. Dr. McLean said that the Ministerial alliance had not paid, nor had the asso ciation raised one cent toward driving out the women. He believed tiiat the men tbat visit the women ought to be arrested. A secret raid ought lo lie organ ised some night and the men brutei ought to be caught dead to rights. Then if an officer was stationed in front o' every dooi in the burnt district, day am night, and all visitors were arrested, th< women would soon be compelled to seek pastures new. I>r. .McLean said that this experiment had lieen tried at Philadel phia, his former home, and it had erad icated the evil. Coutts in his affidavit charged Glass with having at one time permitted one Charles \V. Thayer and his wife, the former a Bay City. Mich., defaulter here arrested, to OCCnpy one cell in the city prison, and also with bavin* permitted J. L. Green, another prisoner, to leave the prison at divers times while serving a senteme. Accompanying Johnson's affidavit was a letter from N. N. Murphy, chief of po lice of Bay City, who was here to take Thayer east, certifying that tlie ,-risoner and the girl in his*cell had been legally married years before. Alt the documents in the case were ordered spread upon the minutes of the commission, wnich then adjourned. Pike, for a two-story frame dwelling on Maple avenue, between Tenth and Eleventh streets, to cost $1900; to Miss Brfaie Bennett, for a one-story frame dwelling on I'earl street, between Bartlett and Alpine streets, to cost $1125. WAS CRUSHED TO DEATH A Laborer Caught in a Caving Sewer Excavation Michael Benkovitch, an Austrian, the Victim of Treacherous Earth and Frail Timbering. Six Hours Under Tons of Earth Michatl Benkovitch was caught in the cave of a sswer excavation on Third street, near Rose, yesterday at 1 o'clock, and was crushed and smothered to death, lie was an unmarried man, aged 35, a native of Kagusa. Dalmatia, Austria, not long in this country. He resided in the Clinton block, on Upper Main street. Friok Hros. are the contractors. Benkovitch bad just gone to work in the sixteen-feet-deep trench, when the straight walls of timbering gave way un der the immense pressure. Two others escaped with slight injuries, but Benko vitch was too late and was flattened out in j an upright position between the plank walls that touched overhead and all arcund him. Tons of earth settled in on t him and he died immediately. His com panions made frantic effort? to save him alive, and then settled down to the heavy labor of getting out his body. From 1 o'clock until after B it took to clear out the excavation Sufficiently, and even then the treacherous sand-adobe soil nearly caught half a dozen more men. The hole was so ueep and the soil so '. loose that passing cars and wagons nearly j caused a cave-in. The usual inch plank- j ing and screws against three-inch scant- J ling could not stand the strain, but all along can oe seen bent anil bulging, threatening a cave momentarily. The city engineer and a number of council men visited the scene, as well as police and a gaping morbid crowd that hung around continually. Coroner Campbell holds an inquest today. Carter Appointed Deputy at Sacra mento by the Attorney-General Henry X Carter took the oath of office of deputy attorney general yesterday and wIU leave for the north Saturday evening, where ho will reside during his incum bency. The appointment was a surprise to Mr. Carter, as he learned of it only last Mon day, when he arrived from a short busi ness trip through tho east. During sh. Carter's absence Attorney General Fitz gerald wrote tendering him the deputy ship at Sacramento. The contents of the letter were telegraphed east, but in some manner missed Mr. Carter, and the pleasant news remained unknown until after his arrival in l.os Angeles. Ho tel egraphed his acceptance if the position remained open, and received a reply from the attorney general to qualify at once and come to Sacramento as soon ns pos sible. Wilson brought tlie charge, alleging that when he gave the bromide to his wife she nearly died from thecfiets of the sugar of lead. Yesterday, owing to the d I (appearance of Wilson, the case was dismissed, no evidence being intro duced by the prosecution. At tho time Kirkham angrily stated that Wilson had gone to hi in bent on blackmail and that he would swear he bad filled the order properly. The Owl company took a hand in the game and it is said that as a result of their investi gations they are prepared t i charge Wil son with attempting to murder his wifo and snift the blame to them; also they would . charge him with blackmail, per jury and enough crimes to hang even Ora'ig. Instead, swish, biff, thump, and the two .Spaniards had jumped McGaugh and were hammering him unmercifully, Jle resisted like a man, but ye officer plunged into the melee and gracefully threw each of the warriors into the court on charges of disturbing the peace. I CAMPBELL DESERTED And Escaped From Alcatraz. but Finally Gave Himself l'p Joe Campbell, a soldierly looking man with very white hair and an entirely black mustache, surrendered to tho chief of police on May 25th as an escape from justicc'and was locked up. He told Chief Glass that he had deserted from troop F. Sixth cavalry, in Arizona several years ago. Being caught, he was courtmar tialed ami sentenced to imprisonment at Alcatraz for the term of lour years. Af ter having served nearly one-half of his sentence ho managed to escape. This was two years ago. Chief Glass communicated with the military authorities at Atcatraz, who tel egraphed him to hold the prisoner until they could send some soldiers down to take him back. But nobody came and Campbell became tired of the hositality dispensed at the Glass house. He got a lawyer to sue out a writ of habeas cor pus before Judge Van Dyke, who heard the particulars tot the case yesterday. Campbell was reminded until this morn ing, when the soldiers may be here.
