Mr. Welch is an enthusiastic admirer of the game of chess, in tbe science of which he is looked npon as an expert. FUNDS COMMITTEE AT WORK They Started Out From the Chamber ot Commerce Yesterday Horning Secretary Cnarles Dwight Willard of tho chamber of commerce was in an ngreeuble state of complacency yesterday afternoon. Tbo committee for raising funds fur the Southern California display at Atlanta bad returned alter tbeir lirst morning's work, with tho most gratify ing results. As is well known, the chamber has un dertaken to raiso the amount over and above the $1250 appropriated by the su pervisors, to the amount of $5000; and the general feeling of interest and public opirit with which the committee were ■act, in almost every instance, was most encouraging and hopeful for a speedy and successful result of the efforts made. They will continue their rounds oach day until the matter of money is settled, as it must be soon, that tha further work of collecting and dispatching tbe di«play cannot be delayed. SAYS SHE WANTS TO DIE Lulu Hibbs Wants to End Her Un happy Life Had Lived With a Man Who She Claims Forced Her to Lead a Life of Shame J. E. Hibbs waa arrested Wednesday night by Humane Officer Hutchins and charged with vagrancy. Hibbs was arraigned before Justice Owens yoaterday afternoon and bis examination set for to morrow at 10 a. m. Some time ago an ola woman carrying two children, aged 22 months and 8 months, respectively, called upon Mr. Hutchins and related a sad story. She said that the children had been left in her care by tbe parents, wbo had prom ised to pay $18 a month for keeping them. This they had failed to do and she wanted to turn Lie children over to tbe Humane society and be assisted to collect her bill. Mr. Hutchins advised ber to keep tho children a little longer, saying he would investigate the cuso. It appears that tbe parents of these babies, although known us Mr. and Mrs. J. E. Hibbs, were not married and had been merely living together. For tho past month tbey hud been at a lodging liouso on the corner of Commercial and Los Angeles streets, whore, it is claimed, the man had compelled the woman to lead a life of shame. The children bad been disposed of hy being given to the care of the woman who reported tbe case. lief ore going to the lodging house Hibbs and tho woman had lived on West Sixth street, between Hope nnd C-rand avenue and had joined tho Salvation army. Afler the old lady left with the babios she went to the lodging bouse on Com mercial and Los Angeles streets and said thai she would keep them no longer un less she was remunerated. There hap pened to be present a man fiom Santa Ana and a friend of Lulu Hibbs, and he gallantly came to the rescue by offering to procure her a placo in a hotel in the Orange county capital. It was intended to arrest Hibbs as the Officers first supposed ho had been married to the woman, and if convicted of forc ing her to leud a life of shame and then taking her earnings from ber he could have been sent to tbe penitentiary. After tbe babies were returned, however, he took the oldest and went to a house on West Seventh, near Olive street, and for the time was lost by the officers. On Wednesday night a man called at tho station and reported that a woman in the lluss house was apparently trying tn kill her baby. An investigation showed it to be the same Lulu Hibbs and the younger child, to which she waa admin istering large doses of paregoric. Mr. Hutch<ns and Captain Roberts talked with her and she made a full statement telling how Hibbs had forced her to lead a shameful life. She waa miserable and said she wanted to die. Hibbs wus arrested at tbe house on Seventh stieet. Ho cluims that the woman bad been going witb another woman of whom he did not approve and he had told Lulu she would either have to cease tnis friendship or else leave him. She chose tho latter, he claims. He also states that he has endeavored to care for the children and did not squander money on other women. ! JUDOE WILL HAIOIIT S DEATH Consumption, After Months of Lingering, Ends His Career A bright light in tbe American world of law went out yesterday, and a scholar ly gentleman ceased to live when Will Haigbt, tbe well known lawyer, died at bis home at Eighth street and Vernont aveuue. Mr. Haight died at 10 o'clock a. m., after an illness of three niontns. He bad been long suffering from lung disease, hut at that timo be was forced to retire to bis borne and has not left it for three months. Mr. Haigbt has been in tbis city only about a year, but be bas made scores of faithful friends and warm acquaintances, who speak higuly of him. Notable among tbem are his friends, the widely Known George J. Denis, United States district attorney, to ; whom Mr. Height was ap pointed assistant by President Cleveland, and the Hon. C. W. Eldridge of Massa chusetts and California, the celebrated autbority on United States internal reve nue law. Mr. Haigbt leaves a widow and three children. Will Haigbt was born in New York, not yet forty years ago, and began life there as a telegraph messenger boy. Ho had been studying law industriously, and when he lin.ally moved to Atlanta, Ga., he became United States attorney for that state. When Grover Cleveland was elected Haight was succeeded by the son of Gov crnr Hernill of Georgia, hut be was ap pointed master in chancery and United States commissioner. Then it was over work broke dorm his health and he came to Southern California to die. Consump tion followed bard on pneumonin, but tho indefatigable man could not remain idle and had hardly been hero two months when he went back to Washington and returned with an order appointing him assistant to United States Attorney Denis. Haight was a pleasant gentleman and a sound lawyer.and all who come in contact with him join with his family iv mourning bis death. POLICE COURT NOTES Some of the Cases Acted Upon by Judge Owens Yesterday Louis Palmer was lined $5 by Justice Owens yesterday foi disturbing the peace. William N. Farrell bad to pay $20 for vio lating the liquor ordinance. T. J. Stone was tried on a charge of disturbing the peace ami discharged. The case against E. A. Dreyfus, charged with petty larceny, will be" tried on the 13th at 9:80 a. m. John JCmii lns paid $5 for having com mitted nattery upon a friend. J. Murray can tell the court on the 10th whether or not he distuibed the peace as alleged in the complaint. Several drunks wero lined small sums. Board of Supervisors Pico bridge was ordered repaired yester day, it being deemed in an unsafe condi tion. Ninety idles will be driven on tbe eust side of the river. Tbe bids of the Excelsior Bridge com pany were accepted for the construction ot tbe San Francisquito, Galabasas and Northern and McNally bridges. Tho certificates of the special tax levy cf $1.")()(), made by tbe Santa Monica school district were filed.. A circular letter from J. A. Filcher, sercetary of the slate board of trade, was read, asking for action by the board on a proposed appropriation toward a state exhibit at the Atlanta exposition. The supervisors appropriated %JSO toward tbe enterprise,to he returned should the state not make an exhibit tbere. Palace in the Skies Is tho new term for Echo Mountain house. Mt. NEWS FROM THE OIL FIELD Tbe Exchange Committee Returns From San FrancNco Comparative Figures Showing the Growth of the Oil Industry Since June—Notes From Among the Derricks The committee consisting of W. H. Heron, John Hums and F. W. Flint, which wont to Man Francisco in the in terests of the Los Angeles oil producers, returned yesterday afternoon. Their re port will be given today at the meeting of the oil exchange, which will be beld at .'i o'clock at the office of tho Combina tion Oil company "n Oma,ha street. No statement has been mado by them further than tiiat they had a very successful trip and are prepared to report interesting figures to the oil men. They were heartily received in tbe northern metrop olis und thoir efforts to extend tho mar ket for Los Angeles oil was met with an eager and substantial response. The following is v comparative stale ment showing the number of wells in tbo held on June 4th of this year and the number aim condition of those at present being operated: In June thero were twenty-five wells drilling, ami twenty in process of con struction. There were also several outfits for building not being operated. At the present writing there arc thirty eight wens drilling, and seven wells Which are boing prepared to be pnt down. The wood rigs now built and building number twenty-live. In addition there are two wells lishing for tools that havo become fast or broken. There are 200 wells "connected up," as the oil men say, that is, in condition for operation. The lower oil was struck yesterday afternoon in the American Oil company's new well at First and Belmont streets. The oil is practically tbe same as that found elsevJhere in the lower sand stratum, and was reached at about the same depth. 900 feet. The Phoenix Oil company has con tacted fur live new we lis to be bored on their lots on Roukwood street, near Bel mont avenue. Oneol the livo has already begun to produce oil, having turned out 200 barrels during the last twenty-four hours. The same company will begin on two additional wells in a short lime. At tbe extremo western end of the field there are three new wells being dug. These are just above tne Nelson well which has done such phenomenal spout ing during the past week. Wilkeson & Hamilton commenced work yesterday on a new well on Rockwood street. Casing is being put down in tbo Far West Oil company's well on First street. It has been sunk to a depth of 1070 feet and is now tliroueh tho first sand. MADE A VERY FAST RUN Special Theater Train Breaks tbe Night Record The Time Was Twenty-two Minutes From Santa Honlca-by-the-Sea to the Arcade Depot Engineer W.H. Chambers of the South ern i'aciric succeeded in breaking; the record for fast night running between Snata Monica nnd Los Angeles last night. A special theater t.-aio consisting of four coaches, hauled by a Schenectady engine, No. 1344, left Santa Monica at 7 :30 o'clock, witb fifty-six passengers" aboard. At 7:52, just 22 minutes later, tbe train rolled into tbe Arcade depot and the fast night run had been made. Chambers pulled the throttle wide open after leav ing Santa Monica and tbe train dasbed along at a speed of over a mile a minute. At The Palms the engineer shut down and ran much slower over the switches, but between that station and Ivy Cham bers ran at v forty-mile clip. At Univer sity the train came almost tv a dead stop and picked up to a safe rate to the city. Chambers is one of tbe best and most cautions engineers on tbe road and would bave lowered nis record considerably bad be not cared to endanger tbe lives of tbe passengers. The Federal Building ' The federal building is about to un dergo some needed changes. The aide walk is not to be mended, but tbe upper story is to be amonded. Custodian J. T. Gaffey has received the plans from Wash ington and has already advertised for bids. The second and third floors will be so altered tbat all tbe federal otlices will be under tbe same roof instead of being scattered to the four winds. Palm;r's Wonderful and Priceless Collection Will Be Placed In the Cases Already Prepared for It In the Chamber ol Commerce Gallery Next Week That reliable and conservative, yet pro gressive organization, the chamber of commerce, tiiat is always on tbo alert to further the interests ot this section ami •jomnitinily has, among other recent achievements, secured the magnificent and unique collection of Indian curios owned by Dr. Frank M. l'ahnor for ajper raanent display. This v duahic anil in teresting collection was aescribed at length several weeks ago in these col umns, and that it will be as accessible as it will he when placed in the chamber, is a matter of congratulation to very many who aro interested in archcological re search, and cannot but prove instructive to the most casual visitor. The cases ordered by the chamber for its reception and preservation havo just been put in place on tables also built for that pur pose. They are six in number and four of them measure about ten feet in length, thirty-four inches in width and they are twenty inches deep. The other two aro larger and will be used for tbe big stone mortars used tor grinding meal, and for cooking utensils of stjne, wood and basketry. The cases are made of glass that lit closely to a wooden Mooring or bottom, covered smooth and lint with a dark red cloth that wiil make a most desirable and effective background for the Deatitiful stone, wood, shell and bona curios of which the collection consists. Dr. Palmer, who is a dentist by profes sion, will close his otlico next week, about August loth, for a brief vacation, part of which lie will use for the moving and disposition of his tieasurc. It is now carefully and fully catalogued and in dexed, and when placed under the class cases in the chamber will be a liberal ed ucation to ali who will take the trouble to examine it with any degree ot under standing As was said in the general wr ; te-iip given it in The Herald a short time ago, the collection is tbe envy of all men and women who know anything at all about tbe matter and students of i archeology, both here and abroad re gard it as an unique monument to Dr. Palmer's zeal and patience, and a re markable achievement In that as it stands it is a complete chain of evidence of tne ante-civilized history of the coast and island Indians. There aro no links wanting In this chain and each speci men is absolutely (lawless and perfect of its kind, making the collection one that is matchless in this or any other coun try. With such a priceless and extraoidi nary display along the western gallery at the chamber, nil visitors may be both*en tertained and enlightened in many ways, and that they may better understand not only what the collection represents, but some of the interesting facts and data connected witli it. a series of articles will be found in The Herald, beginning as soon as the display is in piace, in which each department in turn will be tnken up and its principal features ex plained. HIGHLAND WATER COMPANY Garvanza and Highland Park to Be Supplied The articles of incorporation of the Highland Water company were filed yes terday. The company will devote itself to developing water and supplying it to Highland Park, Garvanza and Los An geles. The capital stock is $100,000, $52, --800 of which has been paid up.
