Pope to Avoid Immediate Debate on
the Matter—War Preparations
All Along the Line

WASHINGTON, March 26.—1t is prac
tically settled that when the report of
the Maine disaster reaches the Senate It
will be referred to the Committee on
Foreign Relations, which claims Juris
diction because of the international
character of the question. Senator Hale,
of the Naval Committee, said) that he
did not expect to make any objection
to the report going to the Foreign Re
lations Committee.
The hope Is expressed by all the more
conservative senators that the presi
dent's message and the accompanying
papers will be allowed to go to committee
without debate or comment whatever in
the Senate. A large majority of the
Senators have tacitly agreed that this
•hall be the course, but there were a few
from whom no promise has been secured
and there Is some apprehension that
Some of these may make objection to
Immediate reference or may offer reso
lutions providing for direct interven
tion.
There Is, however, a persistent effort
to prevent such action, and it may suc
ceed.
NAVAL ORDERS ISSUED
WASHINGTON, March 26.—The Navy
Department Issued orders today placing
officers In command of a number of the
alngle-turreted monitors, which have
recently been called Into service. The
commanders are drawn from the facul
ty of the United States Naval Academy
at Annapolis and from the Steel Inspec
tion Board. Lieut. It. G. Peck will com
mand the monitor Lehigh, which is to
go to Boston; Lieutenant W. R. Irwin,
the Montauk, which goes to Portland.
Me.; Lieutenant H. F. Fickbohm, the
Jason, which goes to New York; Lieu
tenant C. S. Richardson, the Nahant.
which will go to New York, and Lieu
tenant M. E. Hunt, the Catsklll, which
goes to Boston.
These naval officers will be assisted by
officers and men from the Naval Mili
tia of Massachusetts, New York, New
Jersey and elsewhere.
The monitors are still at the League
Navy Yard, being outfitted as rapidly
as possible, and reports are that the
Navy Department will have them ready
to proceed In from ten days to three
weeks.
Another order Issued by the Navy De
partment today assigns Lieutenant Y.
Noell to command of the Nezcotte, a fine
new tug, lying at New York ( which will
proceed to Key West to augment the
fleet there.
Secretary Long had an early confer
ence today with Senator Hale, chair
man of the Senate Naval Affairs Com
mittee. The Secretary then had a talk
with Lieutenant-Commander Marix,
Judge-Advocate of the Maine Court of
Inqutry.
Mr. Marix spent most of the morn
ing at the Navy Department, conferring
with the Judge-Advocate General and
with Captain Crowninshleld, Chief of the
Bureau of Navigation. He maintained
. strict retlclence. He has taken a desk
in the Judge-Advocate General's of
fice and will remain in Washington while
the report of the Court of Inquiry is un
der consideration by the President and
Cabinet, with a view to answering In
quiries which may be made.
The Navy Department has been ad
vised today that the monitor Terror has
arrived at Hampton Roads, en route to
Key West, where she will Join Captain
Sampson's squadron. The Vicksburg has
also reached Hampton Roads.
PAINTING THE SQUADRON
WASHINGTON, March 26—Secretary
Long has deterred to the judgment ot
Assistant Secretary Roosevelt) as to the
color which the vessels ot the navy are
to be painted. Yesterday it was an
nounced that the snowy white, which
has been the distinctive color which has
given the name to the naval squadrons
of the United States, was to be changed
to a piratical black. To this color some
objection was made by Nnvul officers
as It was thought it offered too striking
a target for an enemy's guns. Secre
tary Roosevelt this morning had a con
ference with Captain Crownlnshleld,
Chief of the Bureau of Navigation, at
■which Mr. Roosevelt announced that he
would leave the painting of the ships to
squadron commanders and orders to
that effect will be promulgated. It
seems likely that the color to be select
ed by the squadron commanders will be
a dark green. That color will furnisli
a poor target and the vessels will not be
discernible, it is said, at so great a dis
tance at sea.
DYNAMITE GUNS
NEW YORK, March 26.—Work on the
three dynamite guns at Port Hancook,
Sandy Hook, Is being rushed. Lieuten
ant-Colonel Ludlow, Chief of the Engi
neer Corps, who is in charge of the work
of fortifying the lower bay and the Hook,
expects to have the guns ready for ser
vice within a week. In case of emer
gency the guns could be put In shape for
use in twenty-four hours. The guns are
of different sizes and carry shells of from
eight to fifteen Inches. Prom sixty to
five hundred pounds of dynamite can
be carried In the shot, according to the
size. The shells are projected by air and
have an effective range of two miles.
The dynamite In even the small shot is
sufficient to blow up the most powerful
battleship. The guns are of stationary
carriage type and are each manned by
three men.
THE RETIRED LIST
CHICAGO, March 26.—Naval officers
on the retired list who are now resident
in Chicago have received notice from the
Navy Department that they are expected
to hold themselves in readiness for ser
vice and restoration to the active list.
It is thought by retired officers here thai
similar communications have been
mailed to retired officers throughout the
country, and that In the event of hostili
ties they will all be ordered Into active
service, either In the fighting ships or as
commanders of auxiliary vessels. Naval
militiamen of Chicago are preparing for
a call to instant service, and many of
them believe thoy will be en route to the
seacoast within a week. Orders are ex
pected from Washington directing that
the Naval Reserve of the Lake Statos

be held ready for immediate duty.
Twenty cases of Lee magaslno rifle*.
400 In all, were delivered tothe Chicago
battalion last night, and the quarters
presented a busy scene as the arms were
unboxed, wiped, oiled and put into the
racks, Ammunition Is expected today,
and three Hotchklss one-pounder'guns
are looked for early next week.
ON WAITING ORDERS
BUFFALO, March 26.—8r1g.-General
P. C. Doyle last night received the fol
lowing telegram dated Albany, N. T.,
from Brlg.-General Patrick Doyle,
Fourth Brigade N. G., Buffalo:
"Hold your officers within call. None
should absent themselves without ap
proval of proper authority."
"C. W. TILLING HAST,
"Adjutant-General."
Immediately upon receiving this mes
sage General Doyle notified the com
manders of the Seventy-fourth and
Sixty-fifth Regiments in this city, the
first separate company at Rochester, the
second at Auburn, the eighth at Roches
ter, the thirteenth at Jamestown, the
twenty-fifth at Tonawanda, the Twen
ty-ninth at Medina, the thirtieth at Hl
mira, the thirty-fourth at Geneva, the
forty-second at Syracuse, the forty
first at Syracuse, the forty-second at
Niagara Falls, the forty-third at Olean,
the forty-seventh at Hornellsvlile, the
forty-eighth at Oswego and the Signal
Corps at Buffalo.
The direct effect of these orders Is to
place practically every officer of the
Fourth Brigade on waiting orders under
martial law.
NEW YORK HARBOR
NEW YORK, March 26.— The United
States Government has just awarded a
contract for more than 100 miles of tele
graph cables, the largest order ever
placed by the government, to the Safety
Insulated Wire and Cable Company of
this city. Sixty-five miles will be sub
marine cable and 35 miles will be under
ground cable. The order was given for
the purpose of connecting all the forts
and Islands In New York harbor, so that
In case of war Immediate and direct
communication can be had between the
forts. It Is understood that one cable
will be laid under the water from Sandy
Hook to Fort Hamilton, touching at
Fort Wadsworth and Fort LaFayette.
Another cable connecting with this one
will be laid to Governor's Island. At
this point the underground cable will
come Into use and be laid in a certain
section not yet selected, it is said, to
Whltestone and Willetts Point to con
nect with Fort Schuyler. As soon as
the work 1b begun, which will be In a few
days, It will be continued night and day
until completed. The contract price is
not now known. It is expected that
within a couple of months at the most
the cable communication between all the
forts will be completed.
A MAINE MONUMENT
NEW YORK, March 26.—The carnival
of sports given at Madison Square Gar
den in aid of the fund for the erection of
B monument to the victims of the battle
ship Maine was a brilliant success In
every sense of the word and as a result
several thousand dollars will be added
to the already large total.
Aside from the purpose of entertain
ment and the patriotic feeling to which
it appealed, the program which had been
arranged was enough to pack the im
mense building. The very pick of the
athletic champions, amateur and profes
sional, were present and entered In the
various events. From all sources the
benefit should net the monument fund
close to $10,000.
Among the galaxy of prominent cham
pions who helped to make the affair a
success were Jimmy Michael, Bob Fitz
simmons, Ernest Roeber, John L. Sulli
van, Earl Klser, Tom Linton, Gougoltz
and Lumberjack, Ismail Yousouff and
Major Taylor.
SPANISH ALARM
MATJRLP",'MajCcK^6.—EI Liberal, the
organ of tteSHTerrijer, Senor Sagasta,
has published a paragraph which Is
attracting much attention. It says:
"The alarmist impression continued
late yesterday evening, affecting even
official centers. The Ministers saw noth
ing to relieve the situation of things.
Thus at 11 p. m., when a person In the
confidence of the Queen Regent visited
Senor Sagasta, and had a long inter
view with him, great Importance was at
tached thereto."
Senor Dupuy de Lome, the former
Spanish Minister to the United States,
has arrived at Valencia. He refused to
be interviewed.
Senator Castellar, former Minister and
Republican leader, editor of El Globo,
said: "I do not believe war will come.
I do not see how a nation like the United
States could declare war against Spain.
I do not believe the pending question
will furnish sufficient motive."
HAVANA NOT EXCITED
HAVANA, March 26.—Captain Sigsbee
received a large flower ship when he
sailed north on the Olivette, with the
other officers of the Maine. The flowers
were from Consul-General Lee and
newspaper correspondents. The Cap
tain was much affected.
All Is quiet here. Neither the informa
tion from the Court of Inquiry nor the
war rumors have been able to produce
any sentiment among the Volunteers or
other Spanish soldiers. They take every
thing coolly, awaiting developments.
They do not believe peace will be Inter
rupted by the report of the American
Court and they seem to feel certain that
arbitrators will declare that the explo
sion occurred inside and not outside the
Maine.
Women Steal Meerschaums
The French have produce* the most re
markable kleptomaniac on record. Th'.s
Is an old woman named Bide, whose pas
sion for smoking has Impelled her to pilfer
pipes from Parisian shops with such In
dustry that no fewer than 2000 were found
In her lodgings. All were meerschaums,
and thirty-nine were colored.
