That a special election be and the same is hereby called to be held In the City of Los Angeles on the 7th day of September, 1905, for the object and purpose of submitting to the qualified voters of said city the proposition of incurring a debt for the purpose set forth in said Resolution and Ordinance, and hereinafter stated. Sec. 2. That the object and purpose for which the said debt is proposed to be Incurred is the following, to wit: The acquisition and construction by the City of Los Angeles of a certain municipal improvement, to wit, the ac- quisition of lanas, water rights, rlsiits of way and other property, and the construction of ditches, canals, tunnels and other water works, necessary to provide the city with a water supply In the Owens River Valley, in the County of Inyo State of California. Sec. 3. That the estimated cost of said proposed public Improvement is one million five hundred thousand (1,500,000) dollars, and that tho rate of Interest to be paid upon said sum la four per cent per annum. That if the proposition of incurring the indebted- ness for said purpose so submitted at such election receives the requisite number of votes, to wit, two-thirds of the votes of the qualified voters voting at such election, bonds of said city In the amount of $1,500,000 shall be Issued and sold for the purpose of acquiring and constructing said municipal Im- provement. Said bonds shall be two thousand In number, and shall be Is- sued In the following denominations, to wit: One thousand bonds of the de- nomination of one thousand dollars each; one thousand bonds of the de- nomination of five hundred dollars each. They shall bear Interest at the rate of four per cent per annum, and the principal and interest thereof shall be payable in lawful money of the United States In the manner following: The interest shall be payable seml- annuftlly: twenty-five of said bonds of the denomination of one thousand dol- lars and twenty-five of said bonds of the denomination of five hundred dol- lars shall be paid each and every year at the City Treasury, on the day and date to be fixed by the City Council of said city, together with tho interest on all sums unpaid at such date. Sec. 4. That for the purpose of pay- ing the principal and interest of said bonds the City Council of said city shall at the time of fixing the general tax levy and in the manner for such general tax levy provided, levy and collect annually each year, until such bonds are paid, or until there shall be a sum in the treasury of said city set apart for that purpose sufficient to meet all sums becoming due for prin- cipal and Interest on such bonds, a tax sufficient to pay the annual Interest of such bonds, and also such part of the principal thereof as shall become due before the time for fixing the next general tax levy. Sec. 5. The polls of said election shall be opened at six o'clock of tho morning of the day of the election, and shall be kept open until five o'clock in the afternoon of said day, when the polls shall be closed.
