Jones, the deposed librarian, is scored as follows: "This board appreciates the tnct, pa tience and large mindness with which the librarian has worked for the re form of former careless, unbusiness like and unscholarly methods, the frankness and fairness of his relation ship with the staff, the board and the public." This preamble is signed by all the library directors, including Willough by Hodman, who was the only member of the board to oppose the deposition of Miss Jones and the election of Mr. Lummis. In his report, Mr. I^ummis decries the arrangement with the public school hoard, inside several years ago, where by the board turned over the books In its possession and agreed to pay a stipulated sum every year and sup ply supplementary reading. Criticises School Board He declares that tho school board has not yet kept to its part of the con tract, having turned over any sum It chose, from $HIOO a year to less than half that amount, and that the sup plementary reading had consisted large ly of school text books, and that as a consequence the patronage of tho li brary had been largely increased with out an adequate return. Tho librarian has nothing to say in his report about tho action of the coun cil in ordering tho department to va cato Its promises by tho. first of tho year or ray rent of $600 a month. Mr. lAimmis has Included a section on new quartern for tho library which was evidently written before tho council's ultimatum, in which ho states that the department cannot afford to pay tho cost of removal, estimated at $7500, and of rent from $800(1 to $ll,noo a year.
