[Associated rtress] NEW YORK, March 21.—The exces- Blve dullness Into which the dealings in stocks fell today- was ascribed to a waiting attitude on the part nf the large operative forces. Various factors were assigned as the ground for this attitude, but It was noticeable thai the ■ Hearing- up of some of them in the course of the day had little or no effect in enlivening the specnlatli The adjournment of the supreme court over the spring holidays dis posed of one of these factors, Last week predictions were offered that th? supreme court decision In the American Tobacco case would be handed down today and would be In favor of the, company. The failure of verification of this rumor today seemed to throw the market into a state almost of sus pended animation. . The postponement of the Philadelphia ptrike settlement, which was hoped for; the reported promise of an adjustment of the dispute with the soft coal miners find the less confident hopes of an agreement In the western railroad fire men's dispute ma the influence from the labor situation mixed. The apprehension has been prowins that the money market may be sub jected to a squeeze In connection with the April 1 settlements. Requirements at the time are normally larfre, nnd I there are special demands to be met nt the coming settlement. The London M,,, market settlement happens to fall, on the same date, and the furious speculation that has been .coins on In | rubber and oil shares makes n very large account to meet. The falling In of a British war loan complicates the liondon position. The rising rates for money were accompanied today by a sharp advance f in foreign exchange In consonance with i the hardening of discounts In the Lon don market. Bankers still discuss the likelihood | of an outgo of gold In April from New York. The subscriptions to the New York city bond issue of $50,000,000 In ■!' per cents were awaited with absorbing In terest through the financial district. For some reason extraordinary means I were taken to arouse Interest in it i and to further its success. It was felt that a Striking success for the offering: would Kive a marked impetus to the whole Investment de mand, while on the other hand ft low price might prejudice the chances of other financing. The large number of proposals had a cheering effect and helped to the firm ! tone maintained In the excessive dull- ' ness of the later stock market. Bonds were heavy, except for a few convertible Issues for which the cor responding Isues of stocks were strong, j Total sales, par value, $2,925,000. j United States bonds were unchanged on call, NEW YORK STOCKS Special service to The Herald by J. CHICAGO, March 21.—Narrow market In wheat today. Hupport from leading local long* has been necessary to keep bearish sen timent within limit*. Dry weather over Sun day with forecast of more of sanw for next thirty ■ hour* In m uthwi started the market off strong and '« to \ higher, but it showed a decided tendency to work back to BaturoaV'i closing level. This was reached r.nly momentarily In the active months. Crop exp.-rts' reports from the southwest are uni formly moro favorable than Saturday, despite dry weather, and there has been no help In the. demand for cash wheat. The latter Is alow and in poor call In all markets. Th« market is still a weather one an.! purely of a scalping character Corn had quite a rally from a weak open- In? gaining about !»c momentarily, but with this exception the course of the market was pretty steadily downward. Rallies caused by covering by nhortl or by wheat rallies were few and grew steadily more feeble as the day ,lvanced Liquidation of miscellaneous hold- Inn wan In order, but there was other pres sure from short sellers. The latter were also the best buyers ruin Fnft spotj. Demand f'<r cash corn was poor today. Liquidation in oats was almost >< free as in , .„ The decline, however, has stimu lated nome considerable shipping business. Very little speculative support developed In futures and the market, like corn, sagged pretty steadily. Provision! developed a rnther weak tune. Commission house liquidation of miscellaneous l-nir accounts followed the weakness In corn. There was pome little pressure alsn In the way of the short selling. Exports are much shnrt nf a year ago, particularly nf lard nnd pork, anil sales abroad are relatively less than the exports. Market Ranges wheat - H)Bh t>n _ n^ ,),,. 11 llieh low. '1- »c.
