One was the extreme thinness iof the market In the periods when I there were any Btlrrlngs of animation. This was strikingly manifest in the vide fluctuations at Which orders were executed in tho little Hurry which suc ceeded the assembling of the supreme court. There was some selllnc by bear trad ers in the. first hour on the chance that I a decision adverse to the American Tobacco company would be handed down today. But the point of interest ■was that in the filling of buying or . ders there was a. fluctuation from 185 6-8 to 186 1-2 on the purchase of a 600-share block of Union Pacific. The question was suggested whether the Interstices disclosed in the market might be due In part to the going into force today of the new reform rule« of the stock exchange directors against manipulative practices. A favorite device of the manipulators was to put In en order for a large amount of Btoek for "all or none," ' which as ef fective often in moving the price with out any actual transactions being nec essary. It was inferred that the new rule in discouraging such orders might be responsible for the open si/aces of bare orders that were encountered when prices moved today with any decision. The relapse of the market Into stag nation after it became known that no American Tobacco decision would come today gave force to this uppo eitlon of other causes for the neglect of the market than the suspense of awaiting this Important judicial de cision. Statistics of the Journal of Commerce on the recent ouptut of new securities threw llKht on th. causes of the present symptoms of Glut in the market. For the past quarter the to tal reaches the prodigious figure of 1664,773,865 par value, of which $380, --068,765 were Issued In March. Last year there were but $362,376,880 issued for the whole of the rlrst quarter find but 225,400 for March That the money market II unaffected by the gold exports statement find by the low surplus reset ■ own by the [Saturday bank statement la due to the languid demand for stock market pur poses. Bonds were heavy. Total sales, par value, $1,964,00. United States bonds were unchanged on call. NEW YORK STOCKS • Bpeeial Mrvlo* to Th« Hen t>y J. C. Wil •on 212 West Fifth street.
