Officers of the small water companies are Invited to attend this conference. Some of these small water companies are hit harder by the referendum against the new license ordinance than they could be by any small change in the rates. Under the terms of the old ordinance, which remains in effect as long as the new one is suspended by the referendum, the private water com panies must pay a license fee of $100 a month. As most of these smull companies exist for the sole purpose of supplying water to the tracts In which they are located, so that the lots may be sold, $100 a month Is more than they make, and some of these companies have threatened to go out of business unless this section of the ordinance was re pealed. The new ordinance does repeal this section, but the new ordinance must wait until the people vote on it, tw p years hence, before it becomes ef fective. In a communication to the council yester day the board of public utilities asked that when the ordinance is drawn cre ating the office of chief counsel for the harbor bureau it also include the duties of counsel for the utilities department. The matter was referred to the supply committee. The board did not say whether or not it would raise Hewitt's pay for the extra duties imposed, but it has the right to do so if he chooses, for it is allowed $12,000 a year to hire such at torneys, engineers or other officials as It may need.
