The persistent har dening of the foreign exchange rates since the break caused by the first reports of a large sale of American securities to foreigners has begot the fear that the reports of these sal«s were exaggerated and partly unrounded. Iho difficulty In obtaining any authentic Infor mation on the subject from the bankers Im medtately concerned adds to the doubts which have come to bo entertained. The suspicion that has grown up as to tha ■ales of bonds actually effected causes a re version of discussion to como or the unfav orable conditions which it was hoped to hays relieved by tho free recourse to foreign sup plies of capital. Tho troubles Incldenf to the putting afloat or fraudulent cotton bills of lading also con stitute an element In the scarcity of commer cial bills of exchange. The hardening courso of the private discounts rate In London to day dissipated any expectation tnat tho bank rate would come down tomorrow. The con tinuance of withdrawals of gold for sundry destinations from the Hank of Knglnnd makes It likely that tho protection will be sought by making the present bunk rale effective In the open market. Th»re was a recurrence of discussion today of the unfavorable trade balancr, the, exist ing high price of commodities and the possi hlllty of a Widespread adjustment to correct the discrepancy and to reawaken demand and restore trade activity. NEW TORK, May 18.—Today's cotton prices showed quite a material reaction due first to more favorable outlook for the new crop and second to the technical conditions existing re cently. From the very opening traders showed a disposition to tako profits, and hr prices fell away stop orders were uncovered freely. There was no particular strength shown until after the May nnd July options broke through 15 cents. Toward tho closing some little rally took place, due mostly to short covering and belief that the market might bo entitled to a partial recovery. On the other hand, Midway opened strong and noon Jumped In the other direction, selling down, opening at 63 and rapidly declining to 60%, then Jumping bacg up to 53; In the after noon selling down to 60% and closing at 61. Thai i two erratic movement)* dominated the whole market and the trading was not heavy In any other direction. Cleveland Oil sold to the extent of 3000 shares at a trifle above the last sale. Oleum was strong, but the trading In this stock was not heavy. In the mining list, California If Ilia and Par allel were the only active ones, the Goldfields being practically neglected, calls being made only on one or two of thorn. In the industrial and public utilities Home Telephone wan In demand and moved up a notch. Bank stocks showed no change, and the bonds were qulot, the only Inquiry being for Associated bonds. The trading was lively and the brokers made good profits in scalping the market, but taken altogether, It was not a very satisfactory twenty-four hours for Investors. Prices really closed at about where they opened up; but several times an attack of heart failure was a thing to be feared.
