This had a decisive following the uncertain sagging tendency whloh had developed earlier. The drop In the market was in contrast with the better lone of foreign markets and the Improvement nf the elements in the situation that have been dreaded. It is pointed out railroads are em barrassed, as between their oanvass for new capital and their plea for Increased carrying charges by tho desirability of claiming proflt dlile earning power on the one nldo and of pleading poverty on the other. News that a Chicago municipal honil offer at 4% por cent had brought no bids as high as par was discussed a« a sign or the times. So was the. request from the Denver Reservoir irrigation company for an extension of time on mature obligations. Another sign of Improvement In the cr«<ltt Situation was the report from ChtaajfO that Interior hanks were paying off loans to Chicago lianks on a scale sufficient to offer resources f-ceking employment in call loans In New York. The continued evidence of liquidation In the grain and cotton markets la taken as matter for encouragement for the same rea son. It seemed, however, that the gal) tot liquidation applied with en.ual force to the nock market and over balanced any benefit there might have been to speculative, senti ment from the Improvement In condltlonn effected by the process. Iron and copper trade advices retained the more cheerful noto which has been heard from these souroes recently. Not a little even- Ing up of contracts both on the long and short sides took place, and stop orders were uncov ered in the early decline. Weather reports continued about as recently. CHICAGO, May 28— Wheat was lower dur ing the forenoon, higher In the last hour. The news was mainly bearish again, but after completing the unloading of a line of wheat, probably for a large southwestern trader, the market has not had much pressure upon H. Miscellaneous traders, mainly local, have over sold on weak spots and largely covered since. Corn strength has been some help to wheat, hut the taking off of a big line of short wheat by a large speculator in the last few days has been the chief strengthening factor. North western markets have been in much the name condition, showing firmness as the result of recent covering by Important shorts. Foreign weakness was one- of the chief causes of the early selling. Liverpool closed at the equiva lent of 93 cents a bushel for May, 034 cents for July and 96% cents for October. Crop and weather reports have been quite favorable. Weather excellent for filling, maturing and growing of winter ami spring wheat in the various sections respectively. Many complaints of replanting today in corn, also too cool for best development of crop. Some Increase In country offerings of corn, and also a forecast, official, of some warmer In corn belt, but sales from interior do not increase, as rapidly as expected, and this has led to much covering by shorts. Oats followed the other grains on the early declines, and there was moderate response also to the later rallies. May delivery was hardly as strong in the rally as was new crop months. Crop and weather reports continue fine for the growing crop. Provisions have been very weak today. Con siderable liquidation has been under way today by miscellaneous longs.
