8 GUNS THUNDER AT CAMP ATASCADERO Flags Wigwag, and Heliographs Flash from Heights as the Troops Rush Positions tA.oel.tA T»re9s] CAMP ATASCADERO, Sept. 17.— "War's alarm" again re-echoed throughout the beautiful wooded hilli and dales of Atascadero today in the second field operations of the army maneuvers now going on under Brig. Gen. Tasker H. Bliss. Heliographs Hashed from height to height. "Wig-wag" flags denoted the activity of detachments of the signal corps at points of observation, batteries of field guns thundered across the flats, col umns of cavalry galloped along under the protection of hills with patrols on the ridges to the right and left to guard against surprises, and behind all were the ambulances with their red crosses drawn by plodding mule?. AKIZOXAXS TOO LATE This is a kaleidoscopic bird's-eye view of today's field operations par ticipated in only by the regulars, the Arizona detachment having arrived too late last night to take part in the maneuvers today. As a matter of fact, there was little excitement and less of the spectacular in the "battles Than this picture- might indicate. There are no cavalry charges Witt sabers flashing in the sun, no rushing of heights at the point of the bayonet, nnd so far the roar of artillery lias been conspicuous by its absence, imn lines of khaki-clad infantry, incon spicuous against the brown landscape, move forward in skirmish order, now slowly taking advantage, of every tree and defensive position, now on the run. A single shot and then a scattering volley The force may be opposed by a regiment or by no more than a score of men composing an outpost. That is for the commander to flml as best he can or deduce from the lay of the ground and as the situation develops. Vpon the quickness and accuracy of his judgment, his resourcefulness and the tactical disposition of his troops will depend the report of the umpire* and the criticism or praise bestowed upon him. JURORS SELECT DESIGN FOR GOETHE MEMORIAL Munich Man's Model to Be Erect ed in Chicago BERLIN, Sept. 17.—The International jury chosen by the German societies of Chicago to select a design for the Goetho memorial to be erected in Lin coln park in that city decided today on the design submittetd by Professor Hermann Hahn of Munich. Nine sculptors competed, the others being A. Jaegers of New York, H. BchU ler of Baltimore, Hugo Lederer °f Ber lin C A Hermann and Hubert Netz ■rer of Munich, George Werba of Dres den, O. Schmikowltz and A. Hanak of All nine designs will be executed for the principal cities of the United States, in case the other municipali ties express a wish to commemorate the German poet. • The winning model is fifteen feet high and shows the lightly draped fig ure of a young man with one foot resting on a block of marble, holding an eagle on his knen. OFFICIALS CHICAGO, Sept. 17.—The railroads in the western association, comprising the line? between Chicago and the Rocky Mountains, have adopted a rec ommendation that after January], 1911, no complimentary annual passes be is sued to the officers and agents of other rallroadß below tho rank of assistant general passenger af?ent. This will cut off from transportation thousands of traveling passenger and freight agents and local representatives of roads ac customed to traveling tree. The recommendation Is contingent, however, on its adoption by freight traffic organisations. It is considered Impracticable to abolish the Issuance ( if passes tn passenger traffic officials unless the rule is extended to cover freight officials. CONGREGATIONAL CHURCH PLANS NATIONAL COUNCIL BOSTON, .Sept. 17.—What prominent Congregatlonallsts say will be; the n ost important gathering of members of that denomination ever held In this country will convene in this city next month, when the national council ot the Congregational churches of the Vnited States will hold its fourteenth triennial session from October 10 to 20. Five thousand delegates are expected. A notable feature will be the observ ance of the centenary of the organiz ation of the American board o£ com missioners for foreign missions. Congratulatory addresses will be made by representatives of moro than fifty missionary organizations of other religious denominations in the United States and Europe.
