The death of Kiug Kalakaua of Hawaii will in nowiso affect the. peaceful condition of affairs in that country. Such at least is the opin ion of Mr. II. A. P. Carter, tho Ha waiian minister to this country. In discussing tho situation with a Star reporter this afternoon Mr. Carter said: " I can seo no reason why the death of tho King should ciro rise to any complications whatever. Princess Liliuokalani, sister of tho late kintr. was the princess rpp-ent during the absence of Kalak-ana. She was then hoiress to the crown, and all that is necessary is for her to proclaim herself queen. Queen Kapiolani is now the queen dow ager, rrincess Juuiuokalani ruled in tho absence of the Kinrr. and she will simply continue to reign tho same as if the king were still alive, out aosent irom the country." THE M KIN LEY ACT AND THK TARIFF In tho drafting of tho McKinlev bill for the President's sinatura by some inadvertence, apparently, the clause usual in tariff bills, stat in? that the bill should not inter fere with tho provisions of anv treaty then in force with any for eign nations was omittod. The President has called the attention of Congress to this matter and bills nave oeen introduced into both houses rectifvinir tho error, but as yet they have not been passed. Mr. Carter spoke quite earnestly on this subject to the Star reporter. "Small countries," said Mr. Carter, " aro the most jealous of all in the matter of treaties, for these are their chief trotection ana safeguard. If the Tnited States breaks faith with us in this matter, whero then may we look. The Supreme Court holds. of course, that the laws of Congress are the highest in the land, and overrule all treaties. As a result this defect in the final cod v of the tariff bill renders null and void tho existing treaty with Hawaii. This nas oeen the cause of great worry to the Hawaiians, not so much on account of its effect upon commer cial relations as because it seems as though it were using them in bad faith and were a breach of interna tional comity. " Both bouses favor the act remedying the defect in the bill, but as yet nothing has been done, notwithstanding the fact that the President called the attention of Congress to the propriety of such action. There scorns to be a gen eral idea that this act establishes entirely new relations with Ha waii instead of simply restoring, as it does, the old ones that were af fected by the defect in tho McKin ley bill. kalakaua's last message. " This matter undoubtedly cloud ed the last days of King Kalakaua. The last official communication I had Irom him was a telegram from San Francisco last Friday, just be fore the final stupor overcame him. -In this telegram he informed me , that his health was but indifferent since his return from the south.
