At 2 o'clock, Gray (I).), of Delaware, stated that be had no desire to delay con sideration of the canal bill, but he considered the tariff bills of greater importance, and he thought the Senate should have an opportunity to say whether these bills should be con sidered. It was the duty of the Senate to meet the challenge implied in the bills. He did not think the discussion of the bills would occasion any great delay. He therefore moved to displace the canal bill with the sugar bill. Senator Morgan stated that, while he favored the sugar bill, he should be compelled to vote against Its con sideration at the present time, owing to the fact that be had been placed in charge of the Nicaragua canal bill. The bill as it came from the House and as it was amended by the Senate Finance Committee was then read, after which Senator Berry (D.), of Alabama, demanded the ayes and noes on the question of consideration. There was much shifting of chairs while the vote was proceeding, and no little delay in the announcement of the result. When the announcement did come it showed the defeat of Gray's motion by a vote of 23 to J7. A fw Naval Station. "Washington, Dec. The vol canic political conditions of the South and Central Americau republics and the numerous uprising In recent years which necessitated great activity for the Navy, have led Secretary Herbert to create the South Pacific station, with headquarters for the fleet at Val paraiso or Callao. The station is now embraced with the Pacific station, which practically extends from Alaska on the north to Cape Horn on the poutb, antl west to Hawaii. The Olympla will soon become the flag ship of the North Pacific station, and some one of the smaller vessels will be made flagship of the South Pacific. Two or three vessels will be assigned to the new station, and when possible they will be ships of the smaller class. Senator Juajra Aiuemlauent. Washingtom, Dec. In the Sen ate today Senator Quay proposed a substitute for the sugar bill now pend ing in the Senate in the shape of an amendment. It strikes out all of the bill after the enacting clause and in serts the following: 'Thatso much of the act entitled 'An act to reduce taxation, to provide revenue for the Government and for other purposes,' as provides that upon all sugars above No. 1G Dutch, standard In color, and upon all sugars which have been dis colored, there shall be levied and paid a duty of an eighth of one cent per pound, in addition to a duty of 40 per cent, ad valorem, is hereby repealed." Armenia liegs for Help. London, Dec. 11. A dispatch from Constantinople says that the arrest of the Armenians there continues. A meeting of 3,000 Armenians was held in Varna Sunday to protest against the atrocities. A deputation from the meeting, followed by a crowd of peo ple, visited the foreign consuls and ap pealed to them to ask their govern ments to execute Article il of the Berlin treaty. aiaj H Tatted Soon. Washington (D. C), Dec. 6. The friends of the Nicaragua canal bill are moving in both Houses to have the measure passed during the present session. Speaker Crisp is understood to be favorable to it, and the Comit tee on Kules Is therefore likely to make some provision whereby it may be taken up and acted upon without delay. Sugar Planters lrotet. New Orleans, Dec. 4. A meeting of the sugar Planters' Association has been called for tomorrow to protest against the alleged conspiracy of the sugar trust to get control of the sugar crop of the State, to prevent the plant ers from selling their product else where and forcing them to sell to the trust on its own terms. Senator Power today introduced a bill provid ing for the free coinage of silver, mak ing the silver dollar to consist of 412J grains of standard fineness, and these ollars to be a legal tender for all debts, legal and private.
