'OTES ON THE SITUATION. ica means, in the end, the freedom of the Philippines. Some power will take them. The United States do not want them. Some power will occupy them. Why not Japan? The only definite news received yes terday bearing on the question of war or peace is the dispatch of April 14th from Washington, that the House of Hepresentatives, by a vote of 32 1 to 20, Aas authorized .the President to inter vene in the Cuban matter. If the re port is correct, it means that the Presi dent's policy has prevailed, and Con gress refuses to take the matter out of his hands by declaring war. But the dispatch does not state whether the Senate had concurred. Without con currence by the Senate the resolution is of no force. So that it is not certain though it is highly probable that the resolution, was at the latest date in the Senate for concurrence. The dispatch regarding a row in the House, seems to refer to the vote re jecting by 191 against 150, the resolu tion to recognize Cuban independence. As .the members of the House are boil ing over with indignation against Spain, such an outbrust is natural. But the rejection of the resolution shows "that President McKinley has his party well in hand, and toy its vote it has en trusted to him the power to intervene. That the House refused to recognize the independence .of Cuba indicates that at the time of sending of the dis patch, war was not imminent, though probable. A Young Woman's Wish. The younge women of society here who were fortunate enough, to meet President Dole were delighted, and never tire of praising his handsome ap pearance end pleasing manners; but even residence at the seat of Govern ment does not make of these butterflies sound politicians, a.s the following con' versation will show: "I think President Dole charming," said the blonde; "so bright and clever and yet so courteous and considerate." "Yes," answered the brunette, "he certainly is, but I do hope he won't take Cuba; my sympathy has alway; been fro Cuba." N. Y. Tribune. President Dole Is Asked to Send Postage Stamps. That there is some doubt in the minds of at least some Americans as to what title should properly be given the President of Hawaii, or whether this is a Republic or not, the following letter, received by President Dole a few days since is an evidence: "Bklyn, March 28. 1SJ- "To Your Highness "Dear King: "Would you be kind enough to send me some pos-tage stamps of your Country. It is highly improbable .that the ru mor is correct, as reported by an officer of the Mariposa that war had been de clared on the lGth, for the reason, as we have said, that there is no dispatch stating that the Senate had concurred In the House resolution, and therefore the President could not take any de cided action. The European papers are closely esti mating the comparative strengths of -the American and Spanish navies. The Daily Mail, London, says: "One of the many reasons for Great Britain's com- S parative non-interest in the coming war, not the least is our better knowl edge of the Spaniards and their paper navy, and our conviction that the Anglo-Saxon will always defeat the Latin. Indeed, the trend of Britsh thought is towards surprise that the greatest of republics should excite itself unduly about so poor a foe." British thought recalls the history of the days when Nelson and Jervis won their victories on the Nile, at Cape St. Vincent and Trafalgar, not because ' their men were so much superior to the French and Spaniards, but because they were thoroughly trained to fight, and their officers had the staying qual ities of the Anglo-Saxon race. How far these qualities will count in a fight with modern ships, remains to be seen. It is safe to assume, however, that no modern inventions take the place of ibrains and "sand." So that in the esti mate of naval strength merely ships and guns are not the only factors. REWARD OF MERIT. Rear Admiral Erben, whose speech In London at the Jubilee conmmanded so much admiration, said recently at a dinner party in New York: "The first thing in the art of self-defense is to keep a civil tongue in your head, and I think we should have done that until we were ready for war." The Ameri can navy men who must do the fight ing, the men who are to face the fires of hell broken loose in the clashing of the battleship naturally feel some what indignant that they must fight with only a moderate navy, because the country has meglected to prepare for war, in the days past. One ii x cisl Pie .FA PAN AND SPAIN. There is no English statesman better qualified to judge of the international situation than Sir Charles Dilke. His statement, repeated in the recent Aus tralian papers, that Japan may be tempted to interfere, in the event of a Spanish-American war, and capture the Philippine Islands is entitled to much weight. It is his opinion that Japan having found herself, largely ex eluded from benefits, in spite of her victory of .the Chinese, will be glad to acquire the Philippine Islands as a compensation. As the British are dis posed to make some sort of alliance with the Japanese, the latter may make a move on the Philippines with the tacit assent of the British. But there does not seem to be any justification for interference unless there is some alliance with the United States, as against Spain. It is possible that Japan would virtually tender her mavy 'to the United States, in order to secure such a result. Possible, but not prob able.
