NAVAL STRATEGY In the Look recently published, titled "Drake and the Tudor Navy," the au thor of which is Julian S. Corbett, an interesting and fascinating account is Kiven, in the second volume of Admir al Drake's characteristics as a figthing man. At the present moment when the United States are probably at war with Spain, a study of the achievements of a fighting admiral like Drake, who fought the Spanish Armada and was known to the Spanish people as the Dragon, is especially interesting. Three hundred years after his re markable victories over the Spaniards, the admirals of the United States have organized a naval campaign so far as we can- now see. on the principles which guided Drake in his assaults on the Spanish power. An excellent re cord was kept of his strategic plans. These would have had more value if Queen Elizabeth had not vacillated in her policy, and undermined him. But whenever permitted, he executed his schemes with marvelous success. It is said by naval writers that he antici pated the best of the modern theories of naval attack. He refused to remain for a moment on the defensive. He sought the enemy's sources of supply at once, the point where he could best conduct the movements of his fleets. While we have no information what ever regarding the plans of the Amer ican fleet, the dispatches, vague as they are, intimate that it had left Hampton "Roads on a distinct mission. It prob ably had in view the same objective joints that Drake had 300 years ago when he captured Santiago, Cartagena nnd San Domingo. It would indeed be a singular coincidence in history, if this should prove to be the case. In the case of the Armada, Drake re fused to remain on the defensive and wis on their own lUUUl nic 1'" roast. But those were days when coal was not the great necessity of the fighting hin The winds dealt equitably with nnm bat .ants. It cost nothing. But UJ tii ' npither side could monopolize it, or store it up in ports, and make it a base nf operations. As coal becomes a ne rpssitv of warfare just as food and ammunition are necessities, and, more over, it takes the place of wind, it seems as if Drake's theory of warfare would be modified, after 300 years of advancing knowledge on the subject But, after all the principles of strategy do not change. Should the Spanirds abandon Cuba, and await on the. soil of Spain an at tack by the American forces, naval men will watch with great interest the manner in which the American vessels may be supplied with coal at a dis tance of 2,500 miles from their bases of coal supply. It is suggested that coal transports will attend and supply them. But if this can be done, and there is sqme doubt about it, then our own Islands will be of little value as a strategic point in the Pacific. If a hun dred transports can supply with coal v. Of what use then would Hawaii be as a base of supplies? Once make transports a re liable bases of supplies, and they be come immediately the most efficient strategic points, excepting for the re fitting of vessels. petition. Charles A. Dana was an ama teur. The little German was a business man. We sent to this port from Siam in 1SS1, several mangosteen plants. Many people are "interested" in securing this most delicious fruit of the tropics. But there was not interests enough in it to establish a Botanical Garden and pay for brains to conduct it. "So with the lychee nuts. People in town have orange trees in full bearing, but they are not interested enough in fruit cul tivation to spend time and money in making orange cultivation a business. There are several attractive orchid houses in this town. No one however, attempts to engage in the business of exporting rare orchids, or of teaching young people how to engage in it. It is pretty well settled that many economic plants will grow here. What s needed is the brain and education in establishing successful business ven tures with them. There's the rub. We have the acacia flowers in abundance here. We need some one who can put the best preparations from those flow ers on the London market as the best prices. Some one must do a lot of very ntelligent work. Such work must be paid for, just as all good brain work must be paid for, unless there is a "missionary" to do it. For Consumptive Ward. The plan to have in connection with the Queen's Hospital a ward for con sumptives was discussed yesterday by the Cabinet and Messrs. F. A. Schaefer, J.iB. Atherton and John F. Eckardt, representing the hospital. The special riquiry was as to what financial sup port the Government would give the new departure. ,It is understood that President Dole and the Ministers favor the idea. The question of locating tne ward on the premises to the hospital was not made the subject of discussion. INDUSTRIES. Kilauca Cyclorama. Word was received by the last mail that the very advantageous site as signed the Kilauea Volcano Cyclorama several months ago for the Omaha Ex position, had been given to another at traction. The space, which was on the main court, was held till Mr. Hobron wired that he would not leave here to handle the attraction. Effort was made to continue the option, but failed. Mar tin Smith learned this on arrival in the States. An offer has been made to lo cate the cyclorama on the Midway, but it is doubtful if the lessees accept this. The Midway is the home of the cheap er and lesser attractions and the cyclo rama will scarcely be exploited in such company. Lead Keel Kaised. A couple of days ago Capt. Paul Smith, with the aid of some of his men of the dredger crew, raised from the harbor bottom, back 6f the California Feed Company's storehouse a lead keel. The piece of metal weighs about 300 pounds and was doubtless dropped from some sloop or yacht many years ago.' The lead will be used to make bullets for practice shooting by mili tary companies. Davis, a sightseer, recently a visitor to the islands, was neara to remark that in all his travels he had never been groomed in as satisfactory a manner as at the Criterion Barber ShoD. In the Police Court yesterday the case of Ah You for unlawful possession of opum, was set for May 5. Kaleiaukai was fined $5 and costs for profanity. Ah Choon, the copper thief, was sen tenced to six months' imprisonment at hard labor on the charge of larceny in the second degree. There are some experiments made in their cultivation. There is, however, as much difference between amateur experiments in cultivation and "busi ness" cultivation, as there is between militia parade drills and active war fare. For many years the finest winter let tuce and cucumbers were brought to New York City, in car loads from the hot houses in Cambridge near Boston. Why were they not raised near New York? The retail dealers said: "No one knows how to do it." The Boston gardeners said: "The climate of New York is unfavorable, even under glass." The agricultural papers said: "It is a shame that the people near New York do not raise those fine hot house vegetables." And so years went on. In the meantime and for many years, the late Charles A. Dana was producing for his own use in his hot houses on Long Island, not 20 miles from N. Y. the very finest lettuce and cucumbers.
