April 14, 1S9S Eleven days before Congress declares war, and tv.xnty turee days before new3 of its declara tion, a received in Hawaii, President Dole writes to Minister Hatch in Washington saying that he "would be pleased to receive suggestions from the Washington Government In regard to nil I - X - . 1 It.. TT!i..l and Spain in case of war." April 30 Seven days before news of actual war, President Dole writes to Mr. Hatch saying he would be glad to aid the United States in some way. (May 6 One day before news of war ia received, and twenty-two days'after President Dole ha3 asked for suggest ions from . the Washington Govern ment, interviews with prominent an- annexation journal of this city, iq -which interviews not one of them sug gests or advocates abandonment of neutrality. , May 7 Steamer Rio do Janeiro brines news that Congress declared war on April 25. May 10 President Dole and Cabinet, icithout icaitiny for a reply to letter of April lth asking suggestions from tho Washington Government, send a dis natch to Washington offering un reserved alliance. Sewall, candi date for governor of this territory said: "The official organ knows too mueh about the neutrality record of coward ice and treason, and hence doesn't care or dare to go into details." President Dole had asked President McKinley on April 1-1 th for "sugges tions" regarding neutrality. Before President McKinley had time to consi der the matter, and make any "sug gestions," and within three days from the time news was received of the de claration of war, President Dole's Gov ernment, without submitting the mat ter to the Hawaiian Senate, as it should have done, put Hawaii at Presi dent McKinley 's disposal.
