Joseph Chamberlain, Secretary of State for the Colonies, by Sir San ford Fleming, Chancellor of the Queen's University, Canada, and a leading expert on tele graph communication and the unification of time-recfeonlng through the world, advocating the adoption of a system of State-owned cables, connecting every Uritish possession and all Great Britain's naval coaling stations. Sir Sanford Fleming proposes three sections of cab les, in the Pacific, Indian and Ulantic oceans, and estimates their cost at 6.000,000. Th3 first step he suggests is a State owned Pacific cable.
