The ladies assembled at the British Le gation and proceeded to the palace. At the entrance to its precincts a group of gorgeously-arrayed Mandarins met them and conducted them to the great hall, from which several Chinese ladies conducted them to the audience cham ber. The Empress Dowager was seated upon a dais behind tables decorated with chrysanthemums, with the Em peror at her left hand. Lady Claude Macdonald read a speech in English, expressing her pleasure and that of the other ladies at having an opportunity to tender their congratulations to the Empress Dowager on her birthday, and also ex pressing the hope that their step might be followed by the ladies of China. The Empress Dowager having re turned thanks, the ladies mounted the dais and bowed before her and the Em peror. Her Majesty then presented each with a ring of pearl and gold, which she herself placed upon the re cipient's finger, after which the foreign ladies retired tff an adjoining hall, where a sumptuous Chinese luncheon was served, Princess Ching presiding. After the luncheon a crowd of prin cesses and palace attendants entered the hall, followed by the Empress Dow ager, who was accompanied by the Emperor. The former is described as of sallow complexion and determined in expression, but wearing a charming smile. Contrary to Chinese custom, her face was not painted. The Emperor is described as "sad, 1 J 4-4-.r " meeK tuu veiy nt?.ijr. The Empress Dowager conversed with the foreign, ladies, telling them she hoped they would enjoy their visit. When tea was served she drank from each lady's cup, and shortly after wards, in a burst of womanly emotion, embraced her visitors. I The party then adjourned to the palace theater, traversing the gorgeous corridors. NEW YORK, Dec. 23 The epidemic of grippe is still in marked evidence. The death rate from bronchitis and pneumonia continues very heavy. Many of the recent deaths from pneu monia have been indirectly due to the grippe. Furthermore, physicians say that the prevalence of the grippe, with the consequent general weakening of the system, causes an increase in mortality in all lines. During the last four days the deaths from all causes have been 530. This is a daily average of 132 . On the corresponding days of last year the deaths from all causes numbered 3S8, a daily average of ninety-seven. Many school children and teachers are suffering from the grippe. There are about 225,000 enrolled in the public schools in this city. The nor mal ratio of absentees is about one m 200. Today Superintendent Jasper re ported that there were about 45,000 ab sentees among the pupils, or 20 per cent. Of the 5.3S0 teachers about 7 per cent are on the absent list, whereas 3 or 4 per cent is the usual ratio. There are 381 sick policemen today. PHILADELPHIA, Dec. '23. It is es timated that between 25,000 and 30,000 persons in this city are suffering from grip and doctors report it on the in crease. At the Board of Health today six deaths -were reported to have oc-. curred within the past twenty-four hours, directly due to grip, and twelve other deaths were traced indirectly to the same cause. WASHINGTON, Dec. 23. Washing ton has succumbed to the influenza. A large number of clerks in the depart ments are sick and clerical work is seriously delayed. Many members of Congress are housed by the disease. Secretary Hay is confined to his ibed and Secretary Long is also suffering as are Chief Justice Bingham of the Sup reme Court of the. "District -and Asso ciate Justice Cox. Ten thousand school-children were absent from school today. The doctors in the Health Department say an increase in the death rate will be the immediate con sequence. TOLEDO (Ohio), Dec. 23. The grip has gained a secure foothold in this city and all physicians are busy with it. Rithet. The firm that secured the contract to supply pipe -has written that first ship ments may be expected early next month. Mr. Brown, Superintendent of Water Works, said yesterday that he did not anticipate any delay in having the material. Mr. Brown added that "dirt would fly" with a vengeance when tbfe pipe was once on- hand. The plans at present are to give to the town before the center of the year is reached, 40,000 feet of new main. Tb.is .will be half eight-inch and half twelve-inch. Nearly all of it will be to replace small and inadequate main now in use. A large quantity of the old main will be used in extending the water system into various suburbs, n6tably the Kapiolant park neighbor hood and Kalihi.
