KAY Formal Disapproval of Cable Concession Clear Language In a Proclamation Joint Resolution Contract Terminated. Frame of selling out to the company, which was recently given a judgment in Judge Jackson's court for $3,000 against the county. Frame resented the accusation and struck at Andrews, who retaliated by striking back at Frame. No damage was done, but Judge Blizzard sent both the belliger ents to jail for ten days for contempt of court, where they are now and where they will probably spent the hol idays, unless the judge relents. The Secre tary of State today formally disap proved the concession made in July by the Hawaiian Government to the Pa cific Cable Company for an exclusive risht to lay a cable to Hawaii. It is understood that this action was taken in no spirit of hostility to the Pacific Cable Company, but the concession was disapproved, first, on account of the formal protest made by the Hawaii an Commission, and, second, because it seemed best to leave to Congress a free hand in the disposition of the whole subject. The action was announced in a proc lamation, Which, after reciting the his tory of the concession and referring to the resolution annexing Hawaii, con cludes as follows: Whereas, In view of the provisions of said joint resolution for the deter mination 'by the Congress of the United States of all matters -of legis lation concerning the Hawaiian Islands and because the subject matter and provisions of said indenture are deemed to be proper subjects for the consider ation and determination of the Con gress of the United States, it is deemed expedient and necessary that the Con gress of the United States consider and adopt such legislation, especially in regard to grants and contractual obli- I gations to be controlled by and rest upon the United States of America as vested with sovereignty over said Ha waiian Islands, without let or hindr ance by reason of any action of the Government of the Republic of Hawaii in respect to such grants and contrac tual obligations initiated by the said Government of the Republic of Hawaii prior to and incomplete at the time of the yielding up of the sovereignty of the Hawaiian Islands to the United States. Now, therefore, I, John Hay, Seere tary of State of the United States, do hprchv exnress. on the nart of the United States Department its disap proval of the contract stipulated in the said indenture, to the end that the same shall not take effect. Given under my hand, etc. JOHN HAY, Secretary of State THE CAPTAIN LOSES. OAKLAND, Jan. 4. Mrs. Isabella Von Schmidt was granted a divorce to day from Capt. E. A. Von Schmidt, a well known yachtsman and bar pilot. The case was heard by Superior Judge Greene, and lasted all day. Much sen sational testimony was brought out. By the terms of the decree, Mrs. Von Schmidt is given the custody of th children and allowed alimony to the amount of $75 per month. Although Capt. Von Schmidt fought the case most vigorously, and did not hesitate to drag his wife's name in the dirt, when it came to settlements, he was willing that his wife should have all of the household furniture and every thing that would make the children comfortable. America's total steam tonnage amounted at the end of last quarter to 6,712 vessels of 2,371,823 tons, com pared with 6,599 vessels of 2,358,558 tons for the previous year. The ves sels sold to the Government were all steam vessels,, so the true increase is greater than the figures indicate. Sail ling vessels have decreased from 1,904, 153 tons for 1897 to 1,835,S27 tons for 1898. Documented canal boats and barges amount to 542,988 tons, com pared with 506,309 tons for the previous years. The returns show that during the first quarter of the current fiscal year, to September 30, the. capacity of the vessels built, and officially numb ered, was S3.191 tons, compared with 26,805 tons for the corresponding per iod of last year. It is added that prob abilities point to a considerably larger aggregate output between this date and June 30 next, than in any year for a quarter of a century past, with the ex ception of 1S90-91. Some Detail of the Relief Work by the United States. NEW YORK, Dec. 30 Charles W. Gould has returned from the mission intrusted to liim by Secretary of War Alger to relieve the starving people of the island. His work has been the most important accomplished in Cuba. In three weeks he made arrangements for the relief of 100,000 persons. Only 10 per cent, of the food distributed by him was given to the Cuban soldiers. The .rest was distributed among the former reconcentrados. Mr. Gould also organized relief com mittees to procure work for the poor in addition to the work of distributing supplies to them. At Sagua 17,000 per 6ons are already at work. The orphan asylums founded by Mr. Gould two weeks ago are now working splendidly. No beggars are seen on the streets at fiith er Satrua or Cardenas. At Santa Clara 4,000 persons have found employ ment on farms. At Trinidad, Col. Brown of the Fourth Tennessee Regiment was ap pointed Chairman of the Relief Com mittee. He is setting thousands of peo ple at work. At Matanzas 1300 are al ready working. Mr. Gould ga-ve orders to the committees to furnish rations only to those who were willing to work. When the people display willing ness to work they receive provisions to last them three months, and tools are furnished to them by the committees. The transport Morgan City will carry on her next trip to Manila 325 miles of telegraph wire, with a corresponding quantity of material to erect that much line, sufficient equipment for five con struction and repair parties, equipment for forty separate telegraph offices and four and one-half miles of submarine cable. The chief signal officer of San Francisco, Col. Green, procured the en tire outfit, in compliance with instruc tions from the "War Department at Washington, purchasing everyth:n needed at an outlay of about $10,000. The outfit is complete in every detail, the proposed lines being so far remote from the base of supplies that the equipment had to be made complete in all that is needed in and out of a tele graph office.
