"In JS07-9 thf total Mipplivs w-rt S.707,922 tons and th. c msumptiou 7.973.SG3 ion, leaving a surplus -f 732.0."0 tons. "In the campaign of liJ-:vi the pres ent estimates of crops (Llcht for nvi.. W. Sc G. for cane) add surplus from last campaign would give total sup plies of S,GS1.319 tons and Willi t Gray's estimate of th requirement for consumption is S.230.000 tons, leav ing a surplus of, say, 420,000 tons. "It Is to be noted that the figures of consumption, by reason of certain un known invisible stocks, rarely ?aow a steady increase year by year, as the actual facts would show, if obtainable. "The figures rather show Increases by jump? In periods of two or more years. For instance the years ISIC-D; and 1S9G-97 were nearly alike ia fig ures and averaged 7.479.031 tons. The years 1S97-93 and 1S9S-99 were aguin alike in figures and averaged 7.9G.1.$37 tons, but show a jump cf 4SG.9CG trm over the two first years. Wry good reasons exist for another similar jump in the figures of consumption for th two following years and hrnce we in clude such in our estimate of their consumption. "If we are conservative in our r.-tl mates and the year 1899-1900 require for consumption with average Increase. say 8.430,000 tons, then with a supply at its beginning of 430,000 tons, the production of that campaign should reach, and promises to reach at least S.500,000 tons, or an increase of say 730,000 tons over 1S97-9S. The cane sugar crops cf the world have t?en steadily held at about 3.000.000 tons for the past four campaign, while the beet crops were subject to large varia tions from 4.2S3.43S tons to 4.91G.4SG tons, but have never yet reached the height of the requirements for 199 1900, say a possible 3.300,000 ten?, for we question the ability of cane .Migar countries to produce much in exce.-$ of their standard, 3,000,000 tons in 1S99 1900. The largest beet crop ever pro duced was 4 ,9 1G,49 tons and the larg est cane crop 3,531.113 tons, of which Cuba made 1.010,000 tons. This com bination of facts and figures Indicates to us that sugar has started on an im provement course for the nrxt two cam pa I gas." In regard to the statistical position of the sugar market. Willct & Gray say: "This week's summary of the statis tical position shows stocks in the United States and Cuba, together of 138.039 tons, against 130.G9S tons 1 ist week and 2S 1,937 tons last year, a tie crease of 12G.S78 tons under last year. "Stocks In Europe, 2,310.300 tons against 2.230,300 tons last week, and 2.394.83S tons last year. Total stocks of Europe and America. 2,171.339 tons, against 2.161.19S tons last week, and 2,679,773 tons last year at the same un even dates and 2.C91.931 tons at even date of February 1st last year. The deficiency of stock Is iur.v 203.21G tons against a deficiency of 229.077 tons last week, and a deficiency of 102.311 tons December 29th, 1S9V NOTICE TO SHIPMASTERS. U. S.
