cluded between the German Govern
ment and Cecil Rhodes, th British
South African magnate, for the con
struction of a telegraph line in Ka.:

contract for building a railroad
through the same territory Is upon tno
point of conclusion, only a few laiU
remaining to Xm concluded.

Buelow, the Foreign Minister, and oth
er Ministers, with their wives, attend
ed the banquet given by Sir Frank
Iascelles, the British Kmbassador, to
Cecil Rhodes, who appears to have per
sonally impressed everybody from the
Emperor downward.
With the exception of the Agrarian
and Conservative papers the whoU?
press praises him. The Emperor is said
to regaru him as "jun the sort of man
that Germany wants."
It is understoo'l that the Rl.odcslan
schemes anticipate that Germany will

Kipling is steadily improving. He was
moved to-uay from his rfoms on the
second lloor to a suit on the Moor
above which has been in readiness for
him for several days. He will have
more sunshine there and the apart
ments are brighter than those he ha.

The following statement was issued
to-night: "The doctors say that Mr.
Kipling has stood the removal to a
brighter apartment without producing
any disturbances, and that with the
exception of a small area of pleural
exudate at the lower portion of the
rignt lung, all signs of the late d!sas
have disappeared."
Mr. Kipling'ate a hearty .-upper to
night and was permitted to read some
proofs of a forthcoming book which he
has written.
THERE WAS WARNING.
LONDON,,, March 17.' The Vienna
correspondent of the. Dally Chronicle
says: "A startling story, emanating
from an absolutely trustworthy source,
is forwarded from St. Petersburg.
"It appears that on the dap preced
ing the explosion of the navy powder
magazine at Ia Goubran, near Toulon,
the Russian Minister of War, Lleutcn-
ant-General Kouropa'tkine, received
telegraphic warning that both m Tou
lon and t. Petersburg powder stores
would explode within twenty-four
hours.
"He immediately drove to the pow
der magazine and, after an inspection,
gave every employee three days leave,
installing fresh guards, establishing a
military cordon and taking other pre
cautions." MOUNTAIN GUNS.
WASHINGTON, March 17. The War
Department has ordered sent to Gen
eral Otis three light batteries and a
half dozen Hotchkiss guns, to bo used
as mountain batteries. Tho general
cabled last evening for these, saying
that seventy-two horses should accom
pany the three batteries. These bat
teries are needed where i: is impossi
ble to move the heavier artillery now
in the Philippines. The Hotchkiss guns
can be mounted on mulrs, which can
be secured in Manila and taken
through the pains and over mountains,
where it is impossible to move heavy
arm anient.
SPAIN BORROWS.
MA I) it ID, March 10. The Spanish
Government has concluded a loan of
thirty million pesetas with the bank
ing house of Urquijo. The money was
handed over yesterday and will be de
voted to paying the arrears due the
Spanish troops who have served in
Cuba.
It is very hard to stand Idly by and
see our dear ones suffer while await
ing the arrival of the doctor. An Al
bany (N. Y.) dairyman called at a drug
store there for a doctor to come and
see his. child, then very sick with croup.
Not finding the doctor in, he left word
for him to come at once on his return.
He also bought a bottle of Chamber
lain's Cough Remedy, which he hoped
would give some relief until Ihe doctor
should arrive. In a few hours ho re
turned, saying the doctor need not
come, as the child was much better.
The druggist, Mr. Otto Scholz. says the
family has since recommended Cham
berlain's Cough Remedy to their neigh
bors and friends until he has a constant
demand for it from that part of tho
