Taylor of the Circuit Court from a. young Spanish lady in Havana, Cuba, where Mr. Taylor once resided, show the re markable changes that have been and are still taking place in that famou3 city since its occupation by the United States troops: "After our return from Spain we found the (Cuban) war still raging, but a little later something .more se rious was spoken of, and that was that the Americans were coming to help the Cubans; so on the 23rd of April we were blockaded; then began a peri od of great anxiety, expecting every moment to be bombarded, but we es caped, as you know all the fighting was in Santiago. "Then came the news of its capitu lation after the loss of all our. Spanish warships. I was very much frightened at first, but our English Consul, Mr. Jerome, -was very good to us and kept us advised of what we were to do in case of bombarding; food was getting very scarce toward the end and the poor were dying by thousands, but peace was proclaimed and the evacu ation begun, and I am glad to say it is ended. SOUND WAVES. lave Been Photographed by a Wis consin Professor. MADISON (Wis.), March 24 Profes sor R. W. Wood of Madison has suc ceeded in making photographs of waves cf sound in the air. The sound wave is a crack of an electric spark and it is illuminated and photograph ed by means of the light of a spark which flashes between two magnesium wires at some distance behind the first and at an interval cf about one-ten-thousandth of a second after the first spark. The sound was thus caught before it had got out of the field of the instrument, although mov ing at a velocity of 1000 feet a sec ond. The wave appears as a thin circle of shadow with a light border, being sim ply a sectional view of the rapidly di verging spnerical shell of air constitut ing the sound wave. By placing a glass plate near the point where the wave starts the reflected wave or echo has been photographed, which appears as a circle with equal but opposite cur vature. These waves were observed by Topler, a German, a numbsr of years ago, but they have never been photographed before. PILIPINOS GOING TO MADRID. NEW YORK, March 24. A cable to the Sun from Madrid says: The Sun's correspondent has received informa- 1S90. tion from a private source that Agon cillo, the Filipino representative, is about to send an agent to this city to negotiate with the Government for the liberation of the Spaniards who are held prisoners by the natives of the Philippines. INSURGENT GOVERNOR YIELDS. NEW YORK March 23. A cable to the Journal from Manila says: Fran cesco Valencia, the insurgent Governor cf the. province of Cavite, escaped into the American lines to-day and came to Manila, where he presented himself to General Otis. He gave, the American Military Governor all the information he possessed regarding the insurgent forces and told a remarkalbe story of the cruelty and deception practiced by Aguinaldo and his associate leaders upon the unfortunate natives in order to keep up the insurrection.
