Cap:. Coghlan Must Explain to the Navy Department. NEW YORK, April 23. A Sun special from Washington says: The keenest regret is felt in official circles over the reported remarks of Capt. Coghlan, of the Raleigh, at the Union League Club dinner on Friday night about German interference at Manila, The breach threatened between Ger many and the United States over the Philippines and Samoan affairs bad been passed over, and there was every reason to hope that a feeling of greater cordiality between the two countries would result. Out of the negotiations that resulted in the appointment of the Samoan Commission had grown a bet ter understanding, and there was rea son to believe that Germany would not again meddle in affairs that concerned the United States. Capt. Coghlan has been asked by the Secretary of the Navy whether he was correctly quoted in the press accounts cf his speech at the Union League din- tier, and on his answer will depend whatever action the Navy Department will take. This is the usual course, and the department felt that it could not be avoided in Capt. Coghlan's case, much as Ms services at .Manila are val ued. The Administration was verv much chagrined by statements published in I today's newspapers that Capt. Coghlan sang "Hoch Der Kaiser" at Friday night's dinner. The words of this pro duction are regarded as even. more of fensive than the story told by Capt. Coghlan of German interference in Manila, which, whatever the offense against naval regulations m its nar ration by an officer, at least had the merit of truth. I MILES AND CHOKER.
