Secretary Alger said that yesterday's battle at Quinga had not altered the plans of the department In any degree. Gen. Otis, Gen, Lawton, Admiral Dewey and the Philippine Commission all were fully authorized to deal with the situation in the Philippines according to their best judgment, and the department be lieved it would be good policy to re frain from meddling unnecessarily. The Secretary said that if Otis wants more troops he shall have them and that meantime the department will make every effort to hasten the relief of the volunteers by regular soldiers.
