Cape Parliament In Session and Exciting Scenes Anticipated Tha New FranchUa Law. CAPE TOWN", July 13. The Cape Parliament will open tomorrow and exciting scenes are anticipated owing to the attitude of the Premier, W. P. Schreiner, on the Transvaal question. A large number of the opposition mem bers favor his impeachment. In the meantime the Afrikander par ty is working up a pro-Iloer agitation and doing its utmust in this direction. An attempt to hold a loyalist meeting at Worcester this evening was frustra ted by the Afrikanders, who precipita ted disgraceful scenes, forcibly drag ging the loyalist speakers from the platform . and expelling them from the d jeers and insults It is re- uit several Dutch members of hall amid (ported that I the legislature participated. The publication of the text of the Transvaal franchise law, now being de bated at Pretoria, has accentuated tho bitterness between the two elements. The Gazette does not think that the prospect of a rupture such as war is unavoidable. PRETORIA, July 13. The Volks- raad today adopted the preamble of the franchise law. which declares that the necessity exists for the immediate adoption of the law, thus avoiding the three months' previous publication re quired by the constitution. The dis cussion of the articles of the law Is now in progress. THE PACIFIC SQUADRON. WASHINGTON, July 13. Arrange ments are being made at the Navy De partment for organizing a squadron of evolution in the Pacific similar to that now temporarily under the command of Captain Henry C. Taylor In the At lantic. It is not likely that the squa dron will be formed until fall, and from the present indications It will not be very large. The plans of the de partment contemplate the formation of a squadron consisting of the battiesiup Iowa and cruisers Philadelphia. New ark and Marblehcad. The Iowa yes terday came out of the dry dock at Pu- gct Sound Naval Station, where she was fitted with bilge keels, to make her steadier in a heavy sea. The Phllaiiei phi a is at the Mare Island Navy ard undergoing repairs. The Newark and Marblehead are in Chilean waters. It is said today that unless something un foreseen happened the Pacific squadron of evolution would surely te organized within a few months. There is nothing of a political nature coins on In the Pacific that requires the presence of such a big ship as the Town, and she will be practically wun out an assignment until the squadron ia rnrmnii imrHnir romnlicatlons of a A J AW -""- " serious character In that part or the world. IS IT RIGHT For An Editor to Recommend Patent Medicines? From Sylvan Valley News. Drevrad. N. C. It may be a question whether the editor of a newspaper has the right to publicly recommend any or the various proprietary medicines which flood the market, yet as a preventive of suffer ing we feel it a duty to say a good word for Chamberlain's Colic. Cholera and Diarrhoea Remedy. We have known and used this medicine In our family for twenty years and have al ways found It reliable. In many cases a dose of this remedy would save hours of suffering while a physician Is await ed. We do not believe in depending implicitly on any medicine for a cure, but we do believe that If a bottle of Chamberlain's Diarrhoea Remedy were kept on hand and administered at the inception of an attack much suffering might be avoided and In very many cases the presence of a physician would not be required. At least this has been our experience during the past twenty years. For sale by all dealers. Benson, Smith & Co., Ltd.. agents for H. I. COL. ALHKKT WllYTF.
