KCRETARY of the Territory Hen ry E. Cooper had an experience yesterday with the recently In augurated special delivery system of the postofflce deDartment which has been a costly experiment to the sender or a letter with the 10-cent stamp af fixed thereon. The Attorney General's deDartment has lately advertised for bids for sun plying certain materials for the depart ment. The tenders were to be opened yesterday at noon, sharp. On Thurs day, Thanksgiving day, a bidder dropped his tender in the nostoffire. ad dressed to "Henry E. Cooper, Attorney General," although Mr. Cooper long ago relinquished that office to Mr. E. P. Dole, the present incumbent. Thanksgiving day being a holiday, the Government offices were closed and the letter could not be delivered. The messenger of the Secretary's office yesterday morning took the mail out of Mr. Cooper's postofflce box and among the letters was a notice that there was a special letter awaiting Mr. Cooper at the registry office. Shortly after noon the messenger took the no nce to the postofflce and there received the -Special Delivery" letter. It was turned over to Mr. Dole at 2 o'clock and found to contain a tender for supplies, the award for which had already been made at noon. "It is a strange thing to me that a special delivery letter should have to go through such a course." said Mr. Cooper. "Of course it could not be de livered to me on Thanksgiving day be cause the Government offi u-ri closed. It should, however, have been delivered the first thing this morning, when the office was opened at half past eight. It would have been much better in this case if the sender of this letter had placed an ordinary 2-cent . stamp on the letter. Today the eight-hour rule goes into effect as agreed upon between the Carpenters' Union and the Master Builders the first week of last month. By Its terms both the carpenters and mill men will have the advantage of the reduction in the working hourS. The agreement was a compromise be tween the two associations. The car penters several months ago inserted the following notice to the Master Builders in the newspapers: NOTICE. To Contractor and Owners The carpenters of Honolulu, In mass meet ing assembled on the 21st day of Au-gv-Ft, 1900, declared it to bt? their inten tion to ask for a reduction of work ing hours from nine hours a day. as at the present time, to eight hours per day on and after the first day of No vember, 1900. the pay per dav to he the same as it was on August 31, 1900. JJ order of the Carpenters' Union. On Wednesday, October 31. the Mas ter Builders formed an association and at the same time met the demand of the carpenters with a rnmnmmisc in which it was asked to delay attempt ing to put the eight-hour rule into ef fect until January 1. The Carpenters' Union refused to abide by the terms oi me compromise offered and walked out. The matter was broue-ht in a r-w. later by the Carpenters' Union making a counter compromise to have the eight-hour rule go into effect on De cember 1st. which was promptly ac cepted by the Master Builders. Bicycl Parade. The bicycle parade to be held early this afternoon at St. Andrew's fair is a new departure for Honolulu and one which is most probably destined to be popular. The bicycles of competitors will be tastefully decorated with flow ers. The entrance fee is 5 cents and names should be given in early this morning to either Mrs. Kitcat or Mr. L. G. Blackman. ' Prizes will be awarded to the win ners of each class one for ladies and another for gentlemen. At Kawalahao. Mrs. Annis Montague Turner will sing "Home, Sweet Home," in Hawaii an and "O Divine Redeemer" in En glish at the morning jubilee services of Kawalahao church tomorrow. She will be accompanied by Dr. Ormand Wall, violin; Miss Caroline Castle, piano, and Miss Hattie Aiau. In the evening service Mrs. Turner will sing "O Holy Night" and "Valley of Shadows," both u rngusn, with accompaniment Miss Caroline Castle. iy THE BEST PLASTER.
