Dr. Emerson corroborated all that Dr. Camp had told me. and urged 1 strongly that I consent to my husband being sent to the asylum at once, to which I finally agreed, as I rouid that , he was getting so that I could not con trol him. His case was brought Derore Judge Wilcox and upon the testimony of the doctors and after asking me a' good many questions the Judge com- j mitted him to the asylum on May 3. ' He was never arrested or taken before ; the Judge, as the doctors knew so well what his, condition was that further evidence wan unnecessary. At my request he was sent to the pay ward, where I supported him until ' the 26th of May, at which time the au- ! thorities at the asylum sent word to me 1 that he seemed much better, and that ' I might take him home if I wished to ! do so. I was very glad of this and at 1 once got clean clothes ready and, call- i ing a hack, went to the asylum after I him. At first he seemed better, and, after getting him to clean himself up ' and put on the clothes I had brought, we came back in the hack together. Mr. Alves had expressed a desire t" go to church that morning, as there were special services and the band was to play, so we did go to church and ; walked home toother afterwards, my ' friends expressmg surprise that I : should be willing to trust myself on the street with him, but I have always been a good wife to him and it was my duty to - -a id by him. no matter at what ris a to myself. He took him back with him In his rig and this time he had to go to the free ward, as all my money was gone, and I could not send him to the pay ward. I was not away from home when my husband came back from the asylum, for we came together, and there was no other man in the case, nor no man even thought of by either of us, for was very glad to have him back home again. All that part of the story which reflects upon me, personally. Is a malicious falsehood and why such lies have been told about me is more than I know for I have been a true wife to Mr. Alves for the last ten years and have worked hard for him and for the children ever since his healtn gave out. If those who have done this idle talk ing would only mind their own busi ness, I think it would be better for all concerned. MRS. EMILY ALVES. Honolulu, June 8, 1901. There is little doubt among the mem bers of the administration as to the power of the President under the au thority delegated to him by the Spooner 'amendment to the army appropriation bill to promulgate a tariff in the Phil ippines which will be perfectly valid, but there Is considerable more doubt as to the right to collect duties under the Dingley law on imports from the Phil ippines or as to the authority of the President to promulgate a special tariff on goods imported from those Islands, i The administration is not greatly dis turbed by the suggestion that goods from other countries will be shipped in to the Philippines and then reshipped into the United States, where duties will be paid under protest in the hope of having the money refunded when the Supreme Court decision in the Philippines case is announced. The plan could probably be spoiled by put ting up duties on these goods when im ported into the Philippines. While It cannot be learned that any hint, has been given by the court, the adminis tration has not much fear of an adverse decision In the Philippines case.
