V.Sharretts toNegoliate for Conversion of Ad Valorem Into Specific Duties. Among the important United States of ficials who are to visit Honolulu is Tharl deus S. feharrelts of Maryland, who lias just been appointed United States Com missioner to China. He was commission ed by President Roosevelt, and was to have taken passage on the America Maru at Stin Francisco on October 23. He will make a stop in Honolulu to look around the Islands, and will also make a short stay in Yokohama and Manila, before proceeding to Shanghai, where his real duties commence. His commission recites that he has been invested with '"full and all author ity for and in the name of the United States of America to meet and confer with any person or persons duly au thorized by the government of China, by any government or governments having lreatie,s with China, being invested with like powers and authority, and with him or them to agree on a plan for the con version into specific duties, as far as possible and as soon as may be, of all ad valorem duties on imports Into China, ( in conformity with these provisions and these requirements and contained in the final protocol signed by the diplomatic representatives of China and the powers ! at Pekin on September 7, 1901. the same ' , United States for approval." Mr. Sharretts, in a recent statement in regard to his mission, said: 'Jit seems quite probable that the meet ing will begin in about six weeks after my arrival in Shanghai. As I under stand, the commissioners of the other powers are to leave for China about the same time that I do, 'so we will arrive there within a few weeks of on another, and the meetings will begin soon after wards. Upon my arrival in Shanghai, I will be furnished with the clerical force that is to assist me in the performance of my mission. My entire stay in China may consume a year. "Before leaving Cinna for home I am practically certain of having another duty to perfoim. The acting secretary of state informs me that I will probably be selected by the President, in conjunc tion with the American minister- to China, Mr. Conger, to negotiate, a new commercial treaty with China. This duty may or may not keep me abroad a little longer than I at present expect. In., regard to my appointment, I have only to say that it came to me wholly unsolicited. Indeed, I may say that I am, in a sense, regretful of my selection, but 1 do not feel that I can refuse it, having been selected for the position. Dining Mr. MeKinley's administration I was selected by the Secretary of the i Treasury, Mr. Gage, upon the rt quest of the President that he shou'.d recommend someone, and would have received the appointment from him except for his tragic death. I was to have left or China on September 12 last." The new commissioner is well equipped by education and experience for the im portant work ahead of him. He is a native of Maryland, and has had a varied experience as a wholesale grocer, a law yer and a newspaper man. In 1S8 he was appointed United States Appraiser at the port of Baltimore, and after four years of excellent service, he was trans ferred to New York, as a member of the United States board of general ap praisers, and is still a member of that body. His appointment as Commissioner to China win not, it is reported, interfexe with his former position, which has a salary of $7,000 per annum attached to it. He receives no additional compensa tion for his work in China, but will be allowed all his actual expenses. HOUSE JOURNAL READY TO FORWARD Copies Will Be Sent to President and Members of Congress. The journal of the. House of the Ha waiian Legislature of 1901 has been com- pleted under the compilation of J. X). Avery, journal clerk of the House, and copies are in readiness to be forwarded to "Washington for various officials there. The books are bound in legal leather, and the names of those for whom they are intended are lettered on each book. There will be seventeen copies for the members of the House committee on Territories, and eleven for the member of the Senate committee on Pacific Isl ands and Porto Rico; one each for the presiding officer of the two branches of Congress, and personal copies for Pres ident Rcosevelt, Mrs. McKinley, Secre tary Hitchcock and Secretary Knox; the members of the Hawaiian Commission, composed of Senators Cullom and Mor gan, Congressman Hitt. Chief Justice Frear and Governor Dole. The volume consists of S80 pages, and contains, besides the regular House jour nal, a directory of the Legislative mem bers, committees, and a footnote on Mo lokai, calling attention to the fact that the leper settlement comprises hut a very small p.'.rt of that island. This is intend ed to convey the information to the mem bers of Congress that the Island of Molo kai is not entirely set apart forthe segre gation of the lepers of Hawaii, which impression has evidently taken hold throughout the Stales. The footnote i? printed to offset the recommendation to Congress that all lepers in the United States be sent to Molokai. WILCOX GETTING SOLID. Sends Fulsome Congratulations to the New President.
