The public buildings were closed for tbe afternoon and tbe United States Court did not open at all. while none of the Federal offices In the city were opened for business. The discussion brought forth tbe fact that there are no National holidays, strictly speak ing, ha the sense of a general statute nsas'd by Congress, though Thanks Kiting Day Is celebrated aa a legal holiday by the proclamation of the President. Fourth of July. Chrletmas Day. and other similar holidays are not National holidays, thougb they are legal holidays In nesrly every State and Territory In tbe Cnion by legisla tive enactment.
