the next session may bring the de
sired reliaf.
"ITnfortunately for Hawaii," said Mr.
Pratt to an Advertiser report, "Dele-
grate lieor was not on the floor of
the House at the time when the mat
ter came up for consideration, and it

tically no hostility to the measure, but
there 'was lack of time to properly
place the matter before Congress. The
fire claims item was the largest of the
special additions offered in the general
deficiency bill, an1 it was the prin
cipal one. It was an entirely new prop
osition for a territory t bring- before
Congress to consider. Ordinarily, States
and Territories generally dealt with
these matters themselves. What com
mended the scheme to the Senate com
mittee was that the Hawaiian Islands
were a possession of the United States
but had no Territorial organization at
the time of the plasrue. The corre

Dole and the State Department iearly
Khouvd it was the Intention of Presi
dent ilcKinley t' direct the affairs of i
the territory in a way that would meet
the rviu?rements of the situation, and
it is believed he would have favored
the repayment of these claims. There

were far in excess of our revenues and
there were no local resources to satisfy
the Kitino. That feature the Senate
eommittee'lia I an opportunity to thor
oughly digest. The House had no time
to consider it to the same extent as the
Senate. The Senate committee re
ported the measure as a committee
measure and not as an independent bill.
Subsequently, - the House refused to
concur in the amendment.
"This measure, however, will be re
ported on favorably at the coming: ses
sion. It is certainly not a dead is
sue. The proposition is better under
stood now as a result of the considera
tion griven to it in the closing hours of
the session than it had been before.
There is a friendly feeling: toward Ha
waii all about Washington, and since
the session closed, I am certain from
conversations I have had ivith various

OAKLAND, Cal.. July 24. Jeffries,
after skipping the rope about lulf aa
hour at the Reliance Clufc tliia morn
ing, took a shower bath and was rubbed
by his attendants until be appeared to
be ir. the pink of condition. This end
ed the champion's indoor work before
the fight of tomorrow niajht. This aft
ernoon Jeffries took a row or an hour
on L,ake Merritt, accompanied by his
attendants, the champion alone work
ing at, the oars. The day was warm,
the sky clear and the atmosphere in
viiforating. effort, however, was
made at violent exercise, the bit;' fel
low taking his strokes leisurely and
guiding the boat aimlessly upon the
surface of the water.
Tonight Jeffries will retire early aft
er playing a feiv games of cribUage
with friends.
This morning Hilly Delaney, Jeffries'
trail. -r. was told that Fitzsimmons did
not seem to be in the prime physical
condition in which he was after lie had!
whipped Corbett at Carson, and said:
"I am sorry to hear that. I Ii:ie it
isn't so. We want to beat a man who
is in the pink of condition. I hope he
is in that condition. We will tike care
